Job Announcement

This position will be responsible for overseeing the implementation of major wastewater treatment and collection projects.

Key responsibilities include:

  • Project Execution: Ensuring that projects are completed within established budgets and schedules.

  • User Agency Collaboration: Incorporating user agency requirements into the design and construction of complex county wastewater treatment and collection projects.

  • Reporting and Analysis: Preparing project status reports, budget updates, change orders, schedule analysis, and performing quality control site inspections to ensure conformance to construction documents.

  • Additional Duties: Potentially preparing project designs or performing other related duties as required.

This position is within the Wastewater Design and Construction Branch.

The Wastewater Design and Construction Division manages the design and construction of capital projects for wastewater infrastructure in Fairfax County to include work at the Noman M. Cole Jr., Pollution Control Plant and the network of sanitary sewer collection systems throughout the County.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment:

  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;

  • Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;

  • Knowledge of topographic and construction surveying;

  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;

  • Knowledge of real property descriptions;

  • Knowledge of environmental testing methods;

  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;

  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;

  • Ability to plan and coordinate the work of team(s) and/or subordinates;

  • Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with county standards, guides and operational needs;

  • Ability to prepare reports, specifications, and contract documents;

  • Ability to meet and interact with the public;

  • Ability to prepare technical reports and to present findings in a clear and concise format;

  • Ability to make accurate CAD drawings and GIS maps;

  • Ability to perform accurate computations and prepare neat and accurate field notes;

  • Ability to collect and compile research data;

  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.

Employment Standards

MINIMUM QUALIFICATIONS:

(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, three years of progressively responsible professional experience in the appropriate engineering or architectural field.

CERTIFICATES AND LICENSES REQUIRED:

Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree with major course work in civil/environmental engineering or related field.

  • Five years of progressively responsible project management experience in the engineering design and construction field.

  • Outstanding oral and written communications skills.

  • Experience with Microsoft Office software (Word, Excel and PowerPoint).

  • Must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service to user agencies and project stakeholders.

PHYSICAL REQUIREMENTS:

Ability to hear normally in order to recognize backup alarms of the construction equipment. Ability to lift up to 30 lbs. Ability to produce handwritten and typed documents. Able to safely climb construction ladders up to 15 feet or more per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Must be able to physically negotiate rough terrain and typical construction sites. All duties performed with or without reasonable accommodations.
