Fairfield University Director/Patrol Captain, Department of Public Safety in Fairfield, Connecticut

Job Description:

POSITION SUMMARY

Reporting to the Senior Vice President, Finance and Administration, the Director/Patrol Captain (DPC) reports directly to the AVP/Chief. The DPC shall be a visible presence within the University community, identifying problems and coordinating and addressing various community policing and problem-solving activities. The Patrol Captain directs and coordinates the activities of all patrol and public safety officers within the Department of Public Safety and 2 members of the parking office. They shall respond to the scene of major incidents on campus and providing direction to supervisory and line personnel while coordinating Public Safety activities with those of other University departments and outside agencies. The DPC plays a key role in identifying and resolving problems encountered in the delivery of police and public safety services. The DPC may be asked to act on behalf of the AVP in their absence.

MAJOR DUTIES AND RESPONSIBILITIES

Responsible for the implementation of Public Safety functions.

  • Provide leadership to supervisory personnel and officers. Direct, aid, assist, and instruct personnel in the proper methods of fulfilling their assignments. Respond to all major crime scenes on campus, directing and coordinating department efforts and responsibilities.

  • Ensure consistent application and enforcement of departmental rules, regulations, policies and procedures. High understanding of and sensitivity to confidentiality and all code of conduct matters. Ensure all supervisory personnel effectively respond to all instances of neglect of duty or violations of departmental rules, regulations, policies, and procedures. Responsible for all personnel matters which may occur within the line operations units.

  • Develop goals and objectives for line operations designed to continuously improve services and promote quality initiatives. Assist the Director/Administrative Captain in the development of policies and procedures to maintain consistent and effective operations, while ensuring conformity and compliance to the standards.

  • Oversee development and coordination of major University events and department sponsored events, including, but not limited to, deployment of officers, hiring of contract security, coordination with federal, state, and local law enforcement and governmental agencies, and after-event evaluations for future planning needs.

  • Daily review of written crime and incident reports to ensure completeness, accuracy, conformity to DPS report writing procedures. Review statistics related to crime rates, crime trends, and incident reports and adjust patrol operations as needed to address areas of criminal activity. Maintain open communications and positive relations with the appropriate town, state and federal law enforcement agencies to ensure effective follow-up of all criminal investigations and prosecutions.

  • Promote good relations between the University and all members of the department; strengthen cooperativeness and teamwork at all levels; build morale, foster an attitude of recognizing goals and work with personnel to achieve them. Uphold the University’s discrimination and harassment policy.

  • As requested, represent the department in meetings with student groups, the various components of Student Life, University Counsel, Facilities Management, other administrative and/or academic departments, the media, Fairfield Police and other federal, state and municipal law enforcement agencies. Maintain an active and visible presence within the University community, being an active participant on relevant University and local community committees and address student and community groups as requested.

  • Act as the liaison with applicable contract security firm for services rendered at Bellarmine Campus and the museum details at Bellarmine Hall Gallery and Walsh Gallery.

  • Maintain and manage patrol fleet and all associated aspects of fleet management to include replacement, policy, upfit and maintenance.

  • Performs other related duties as directed or dictated by responsibilities.

  • 4 Supervisors

  • 17 Officers

  • 2 Parking Officers Employees

EXPERIENCE

A minimum of 10 years progressive public safety experience with at least five years’ experience supervising front line officers in a university or college setting, or equivalent setting. Specialized training in a law enforcement discipline, FBI or national security training desirable. Possession of a valid motor vehicle license in good standing. Possession of a valid CT pistol permit with proper endorsements and CT Security Officer ID Card at all times during employment.

KNOWLEDGE SKILLS AND ABILITY

Proven leadership and supervisory experience; ability to establish goals and objectives; experience with crisis response and preparedness; ability to take command of any situation. Ability to communicate effectively with parents, students, University staff and faculty, vendors, and community stakeholders. Experienced in maintenance of standards on use of issued equipment. Experience preparing and reviewing investigative reports. Knowledge of policies and procedures related to public safety activities, investigative techniques, mentoring and coaching.

UNUSUAL WORK CONDITIONS

On call to respond to emergencies and direct personnel, 24 hours a day, 365 days a year. Exposure to bloodborne pathogens and hazardous materials and other dangerous situations. May need to cover other shifts if there is a shortage of staff. Knowledge of highly confidential information. Participate in the University group responsible for determining whether operations will be delayed or cancelled, e.g.,due to weather or manmade circumstances. Must remain aware of current law enforcement risks, local hazards, weather and forecasted weather conditions, and relevant alerts .

EDUCATION

Bachelor’s degree in a related field from an accredited university is required. A Bachelor’s degree in Criminal Justice, Political Science, Business or Public Administration or a related discipline or equivalent experience is preferred.

This position is based at Fairfield University’s Fairfield, CT campus and is not eligible for immigration assistance . .
