Continental Service Group Director, Contract Administration Fairport, New York
This position is a remote opportunity. We are seeking someone that resides in one of the following locations: Alabama, Florida, Georgia,, Illinois, Indiana, Minnesota, Missouri, Upstate and Western New York, North Carolina, North Dakota, Texas, Virginia.
Position Summary:
The Director, Contract Administration is primarily responsible for Management of the Company's General Services Administration Federal Contract along with our enterprise-wide Vendor Contracts Administration. The Director oversees Contract Administration staff as assigned and Department Process, ensuring that all required federal contract reports are prepared and submitted timely, and ensuring federal contract terms and conditions are adhered to on an ongoing basis. Additionally, the Director oversees the company's Vendor Contract administration, from initiation through execution, ensuring contract terms and conditions are adhered to on an ongoing basis.
Essential Duties & Responsibilities:
- Review federal solicitations, proposals, bids, and contract modifications. Activities include analysis of federal solicitation requirements, terms and conditions, payment terms, identification and mitigation of risks.
- Ensure full compliance with federal contract requirements and continually review contracts for risk or opportunity. Provide contractual advice support and counsel to management, and business operations personnel for all matters related to contracts / proposals.
- Compiles data to analyze contracts, requests or approves amendments to or extensions of contracts.
- Work with business stakeholders, functional counterparts, and customers to resolve contractual issues.
- Daily administration of U.S. Government contracts and prime contractor-issued subcontracts of various types and complexity, to include IDIQs.
- Initiate updates through Federal Database Systems such as eBuy, SAM.gov.
- Compile and submit timely contract reports and contractually required documentation to the contracting officers and designated personnel.
- Review of Vendor contractual documents, analyze contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and Company policies and procedures.
- Prepare and administer correspondence, supporting documents, and contract documentation to ensure timely and coordinated submittal.
- Interact daily with Project Managers, Contracting Officers, and other operational representatives.
- Communicate contract policy and practice to internal business teams.
- Ensure Vendor contract review, approval and execution in accordance with corporate policies and standard operating procedures.
- Oversee contract records and its databases to interface with the company's accounting records, implement database workflows and updates, and act as custodian of contractual and program records for assigned contracts.
- Handle classified, confidential and non-routine information.

- Possess adequate knowledge of the law governing contracts. Understanding of regulatory, legislative and industrial changes to review if changes are needed to contract.
- Manages the analysis of contracts and past operations, trends and costs, estimated and realized revenues, administrative commitments, and obligations incurred.
- Coordinate and assign daily weekly and monthly tasks to Contract Administration Staff.
- Monitors performance of subordinates as they perform their daily tasks.
- Prepare, review and modify any PPMS Policies, Procedures and Work Instructions as appropriate based upon changes.
- Monitor internal processes and any contractual conflicts.
- Liaison between ConServe, Customers and Subcontractors as it pertains to adherence of contracts and related processes.
- Travel as necessary to visit Clients, attend training and other business-related activity.
- Perform all Payroll and Time and Attendance duties, as assigned and within the given deadlines
- Adherence to ConServe's Professional Practices Management System (PPMS), Code of Conduct, and Compliance program.
Education:
- Bachelor's Degree
- Master's Degree or Law Degree (Juris Doctorate) Preferred
Skills/ Requirements:
- Ten (10) years of Contract Administration experience with federal contracts and federal contract systems.
- Minimum five (5) years of Project Management and or Staff Management experience
- Contract Administration experience in the Collection or Financial Services industry preferred
- Ability to act independently to resolve problems.
- Excellent written and verbal communication skills including negotiation, customer service and presentation skills. Ability to present ideas in a collaborative team setting and in a user-friendly language. Ability to create and edit policies, procedures and proposals.
- Proven track record in working across organization boundaries.
- Demonstrated strong rapport building and persuasion skills with a proven track record of success in a similar working environment.
- Ability to multitask, team player with a focus on results and fostering a partnership with the Business Customer.
- Strong attention to detail.
- Proficient with Microsoft 365, including Microsoft Word, Excel and e-mail required and PowerPoint knowledge preferred. Ability to learn additional software and database applications as needed.
- Ability to travel up to 25%.
- U.S. Citizenship or lawful Permanent Resident alien with three or more years as a permanent resident in the United States.
- No conflicts of interest with ConServe or its Clients.
- Obtain and maintain Government Security Clearance.
