Naval Sea Systems Command MANAGER in Fallbrook, California

Summary You will serve as a MANAGER in the Expeditionary Systems Engineering Division of NAVAL SURFACE WARFARE CTR CORONA DIV, located in Fallbrook, CA. Responsibilities You will serve as an Expeditionary Systems Engineering Division Pillar Lead, providing division technical oversight and programmatic leadership internal and external to the organization for Technical Capability AC08 and associated strategic plans. You will align technical rigor between the Command, Department, Division and Branches with the larger purpose and vision of NSWC Corona and the Expeditionary Ground Weapons and Ammunition Joint Community. You will identify and communicate ordnance engineering requirements across the Division, Department, Command, USMC, US Army Joint PEO Armaments and Ammunition, US Army Joint Munitions Command and multiple other Naval and DoD activities. You will contribute to the effectiveness and efficiency of joint service ordnance engineering and life-cycle management. You will promote organizational technical capability, oversight, and rigor through in-depth subject matter expertise in ordnance and explosives life-cycle engineering. You will manage and enable rigorous systems engineering for ordnance total life-cycle management. You will understand USMC MCSC, US Army, US Navy, and Joint Forces evolving strategic and technical requirements with stakeholders across government to ensure mission essential requirements are met within government or contracting. You will lead technical improvement and change solving problems and adapting to technologies. You will act as technical authority for ordnance engineering and management programs within the division which have broad impact across the Joint Services. You will provide strategic leadership for technical issues and plans affecting the division's and sponsor's long range goals, objectives, and direction. You will oversee highly complex and challenging projects and tasks with substantial impact on the accomplishment of Joint Service strategic objectives. You will develop new and innovative approaches to complex and sometimes unprecedented problems or issues. You will formulate strategies, develop objectives, set priorities, and lead change consistent with the Command strategic direction and departmental goals. You will coordinate core technical capabilities such as commodity engineering, serviceability, and rapid capabilities in terms of safety, people, process, tools, and infrastructure and plans for needed changes in size and composition of staff. You will oversee the budget, manages customer relationships and programs, execute the Command strategic direction, create and promotes a shared vision of the organization, and foster cooperation, communication, and consensus among groups. You will communicate with superiors, peers, subordinates, across the Command, and with outside organizations, sponsors and business partners. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer providing technical oversight and leadership to manage projects, set strategic objectives, and foster collaboration for the enhancement and effectiveness of an ordnance engineering program. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15.
