Amentum Contracts Manager in Falls Church, Virginia

We have an exciting opportunity supporting one of Amentum’s significant programs in Germany. A key member of the program management team, the Contracts Compliance Manager operates within a highly collaborative, cross-functional organization overseeing the contract administration and coordination of the program, ensuring project compliance. This position requires a self-starter with excellent communication skills, capable of interfacing with various functional departments, such as operations, procurement, and finance, while supporting, executing and coordinating concurrent activities with time critical schedules and deadlines. This position will be located remotely in the United States.

Essential Responsibilities:

  • Ensures contractual compliance while monitoring the administration of the prime contract including the review of contract modifications and entering executed documentation into the internal contract management system.

  • Liaise with Amentum and Government Task Order operational and contractual stakeholders at all echelons to ensure contractual compliance and facilitate communication in a complex customer structure environment.

  • Serves as a central point of contact for the project management, contract management and local Government contracting teams (i.e. – ACO/CORs) in support of data calls, letters of technical direction, and all other applicable focus areas of contract administration.

  • Coordinates and develops all manner of contract administration documents and activities to included but not limited to: RFP responses, CDRLs, LOTDs, QPMRs, CPARs.

  • Maintains day-to-day work history so that it can be retrieved as necessary.

  • Provides assistance to project management and CONUS contracts leadership on contract administration matters, working within the parameters of the prime contract.

  • Coordinates and directs subcontract administration team to ensure prime contract changes are flowed down appropriately and that subcontractors maintain PWS compliance.

  • Supports the review of bids and/or change order proposals for conformity to contract requirements and may establish guidelines for project scheduling and/or identify changes in the scope of work.

  • Leads customer technical and pricing proposal negotiations for option period renewals and supplemental workloads.

  • Collaborates closely with program finance team to track complex funding issues and communicate needs to the customer to ensure adequate incremental funding availability and continuation of services.

  • Works closely with management at the project and/or group level to coordinate work changes that could influence the prime contract.

  • In coordination with project technical team, develops and manages strategic requests for relief from PWS requirements.

  • Ensures compliance with Company policies on contracts and procurement.

  • Provides interpretation of contracts, organizes or processes correspondence with contracting parties and monitors fulfillment of contractual obligations (i.e., CDRL submissions).

  • Advises program team and aids in plan development to ensure compliance with applicable regulations such as CTIP and SHARP.

  • Corresponds with various audits from groups such as DCAA, DCMA, and program QA teams.

  • Works under limited supervision.

  • Demonstrates the ability to formulate and compile a variety of related Contract packages with responsibility for administering these packages during execution, including formation of the necessary documentation for adequate Contract control.

  • Completed work is reviewed for achievement of desired results.

  • Performs all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor’s degree in business, law, or a related field.

  • BA/BS and 7+ years of experience in government contract administration or 12+ years of work experience in government contract administration, law, or procurement.

  • 4+ years of negotiation experience

  • Experience in Government contract administration/management, procurement practice, cost accounting, financial management, and operations especially in challenging operating environments such as OCONUS locations.

  • Knowledge of FAR and DFAR.

  • Excellent communication and negotiation skills.

  • Good oral and written communication skills; working knowledge of word-processing and integrated software applications; organizational skills and ability to perform detail-oriented work are required.

  • Position may require the ability to pass and maintain a Security Clearance.

  • Must be able to maintain facility and credential /authorization: Note US Citizenship is required for facility credential/authorization at this work location.

  • Must have an active US passport.

Work Environment, Physical Demands, and Mental Demands:

Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines. Ability to perform job duties efficiently and effectively. Must be able to endure long and/or flexible hours due to OCONUS operational environment and contractually stipulated work schedule.
