Project Overview:

The Project Manager shall provide project coordination and management services to the Department of Commerce/NOAA/ Greater Atlantic Regional Fisheries Office (GARFO) in accordance with its mission.

Primary Responsibilities:

• Serves as a program manager, managing the full system development life cycle , assigning and monitoring project work among development team members, setting goals and priorities, and approving work schedules and deliverables for the completion of trade monitoring application development projects.

• Serves as a business analyst working with program leadership, groups, and end users and application development team members to analyze business needs and processes, eliciting and documenting requirements.

• The position requires extensive knowledge of and experience managing the full system development life cycle for web-based, database-driven, custom software development projects, including gathering requirements, designing, developing, and implementing information management systems and the ability to design, develop, and administrate databases and applications, applying a high degree of imagination and creativity to problems recognized as critical obstacles to progress in an area of exceptional interest

• The position requires extensive knowledge of and experience working on web-based, database-driven, custom software development projects utilizing Java, Tomcat, and Oracle technologies.

• PM will be working with the Contractor BA to gather requirements and determine strategies for application planning.

• PM will work closely with the government PM for tasking and roadmap planning.

Required Skills & Qualifications:

• Prior experience as a PM/BA in Govt IT projects

• PMP

• CMMI

• Scum Certification

Required Education/Experience:

• Bachelor’s degree
