Oneida Technical Solutions CAD Technician in Fayetteville, North Carolina

We are bidding on a contract providing support to the Ft. Liberty GIS Division and are seeking an experienced CAD Technician.

The qualified candidate will:

  • Provide support for the Installation-wide geospatial information system (GIS) and Computer Aided Design and Drafting (CADD) capabilities.

  • Create, maintain and distribute authoritative standardized geospatial information, products, and services in compliance with AR 115-13, GIS Quality Assurance Plans (QAP), and other Deputy Chief of Staff, G9 Installations (DCS, G9), Installation Geospatial Information & Services (IGI&S) standards.

  • Increase availability of geospatial capabilities to all users

  • Provide suggestions for eliminating redundant geospatial data and capabilities.

  • Create and maintain a database of Computer Aided Design (CAD) drawings and As-Builts for Fort Liberty facilities.

    Professional staff working on this contract shall be considered experts in their field and shall have at least two (2) years' experience with ESRI ArcGIS Pro including but not limited to Spatial and 3D Analyst extensions, Bentley Microstation or AutoCAD in specification of their duties and have a thorough understanding of GIS/CAD concepts, principles and standards. Department of Defense (DoD) US Army experience is preferred.

    In addition:

  • Thorough knowledge of Geospatial Information Systems applications, concepts, capabilities, and standards.

  • Experience with ESRI software and extensions to include but not limited to ArcPro, ArcGIS Enterprise (Portal), Spatial Analyst, and 3D Analyst at a minimum to perform complex spatial analysis and highlevel quantification analysis to produce professional spatial products (maps and reports).

  • Experience with GIS as it relates to the US Army IMCOM and DCS, G9 requirements and standards to include the Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE) and Quality Assurance Plans (QAP's) and data validation reports.

  • Experience with Bentley Microstation and AutoCAD, and ability to convert multiple as-built formats to PDF format, particularly Microstation design.

  • Ability to modify and update as-built drawings using Bentley Microstation and ePRISMS

  • Experience creating, organizing, and maintaining a database of as built drawings.

  • Understanding of US Army Real property as it relates to GIS and Real Property deconsolidation and reconciliation.

  • Understanding of Real Property databases such as the HQIIS Physical legal report and GFEBS as well as DD1354 documentation.

  • Familiar with using ESRI ArcGIS Enterprise (portal) in the US Army environment to include publishing web and feature layers, SDE databases, field maps, and creating maps and applications to specifically support the US Army Directorate of Public Works.

  • Experience with GPS devices including setup of handheld units, best practices, data quality and postprocessing / differential correction.

  • Knowledge of geocoding and emergency 911 address assignments.

  • Available and physically located at the Master Planning Division with DPW between the hours of 7:30 AM to 4:30 PM EST, Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons.
