Position Summary

The Property Tax Manager is responsible for filing and reviewing property tax renditions, evaluating property tax assessments, leading the property tax accounting process, and managing audits by taxing authorities. Developing an efficient, high-performing team centered around solid critical thinking skills are requisite to ensure we manage property tax processes effectively. The work is dynamic, fast-paced, and requires multi-tasking with a continuous improvement mindset. An ability to accept and initiate change is essential. This position leads a team of 4-6 direct reports. This position reports to the Property Tax Director.

Key Responsibilities

  • Provides property tax valuation expertise, advice, and tax estimates for management regarding existing and proposed activities and transactions.

  • Controls the timely and efficient completion of annual personal property tax returns and real and personal property tax payments.

  • Reviews and interprets existing and proposed property tax laws, regulations, policies, and judicial interpretations to minimize MPC and its affiliate’s property tax liability.

  • Works with the Property Tax Director to develop, recommend and implement property tax policies and procedures. As well as to identify, develop and implement tax-compliance efficiencies from a procedural and technology prospective. Utilizes technology to support and implement tax-saving strategies.

  • As determined by the Property Tax Director, reviews real and personal property assessments to determine if the property is being appropriately valued as required by statute, files complaints with tax assessors or review boards with respect to correction of assessments and follows through on all complaints in order to achieve equitable assessments.

  • Additionally, reviews and works with internal groups on acquisitions, proposed projects, and divestitures to develop property tax estimates and identify issues or concerns.

  • Works with the Property Tax Director to coordinate property tax audits, defend personal property tax returns before taxing jurisdictions, provide expert witness testimony, secure third-party witnesses and legal counsel, and prepare and provide recommendations concerning audit and litigation settlements.

  • Fosters relationships with state and local government agencies. Represents MPC and its affiliates in property tax-related incentive meetings, negotiations, and hearings before government agencies. Represents MPC and its affiliates before state tax commissions, departments of revenue and local boards of review, as well as at national, state, or local tax conferences and industry meetings to protect MPC and its affiliate’s interests. Represents and advises industry trade groups on property tax matters related to the impact on MPC and its affiliates of legislative changes and proposals.

  • Reviews deeds, leases, tax pro-rations, assignments, and other agreements dealing with MPC and its affiliate’s interests to determine property tax obligations.

  • Provides MPC and its affiliate’s Accounting Department with property tax estimates and accrual data to ensure that the accounting records properly reflect the correct property tax expense and liability balances.

Education and Experience:

  • Bachelor's degree is required. Majors in Accounting or related field is preferred.

  • Intermediate skills in Microsoft Excel is required. Advanced Microsoft Excel skills are preferred.

  • Knowledgeable with tax compliance software preferred (OneSource Property Tax is preferred).

  • 8 years of property tax experience required.

  • CPA or CMI preferred.

  • Oil and Gas valuation experience preferred.
