U.S. Army Acquisition Support Center PROGRAM MANAGER (PROGRAM OFFICER ACQUISITION) in Fort Belvoir, Virginia

Summary About the Position: Serves as a Program Officer for various ACAT I, II and/or III programs within the Project/Product Managers (PM) Office. This position is subject to a salary control point equivalent to the GS-14, step 10 base salary. Therefore, the salary for the position will be set within a range from $139,395 to $181,216 including locality. If the incumbent's salary currently exceeds this level, the salary control point will be at the incumbent's existing salary. Responsibilities Participates in all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget. Interface with external stakeholders on all matters effecting program execution. Review programming documents received from higher headquarters to determine effect on assigned programs. Identifies and balances risks, selects alternatives, and plans how to best accomplish the goals and objectives of the project within recognized guidelines. Projects major project milestones and events necessary to complete the strategic implementation of the acquisition project. Assists in the preparation of Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans. Specialized Experience: One year of experience which includes: 1) Planning and executing acquisition life-cycle support, program analysis, project management, and continuous performance improvement based on Defense Acquisition System policies, regulations and procedures; 2) Formulating, managing and/or presenting cost, schedule and performance requirements to meet financial and programmatic milestones and events to include engineering, development, testing, integration, production, fielding and sustainment of assigned projects; 3) Coordinating with and advising Senior HQ-level officials on program management, acquisition and/or contracting related issues; and, 4) Managing a workforce based on organizational goals, budget considerations, and staffing needs, ensuring that employees are appropriately recruited, selected, appraised, and rewarded. This typically includes work performed at the next lower grade/level NH-03 (GS-13) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Human Capital Management Planning and Evaluating Stakeholder Management Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
