Responsibilities The incumbent serves as the Chief of the Financial Management Branch within the Research and Technology Integration (RTI) Directorate's Business & Operations. Serves as direct supervisor of approximately eighteen government financial management personnel performing critical business operations such as monitoring, analyzing, and controlling data associated with the General Fund Enterprise Business System (GFEBS) and/or other information systems. Leads government and contractor personnel in a wide range of financial management functions/competencies, grades and skill levels. This position is responsible for the direct oversight of financial management personnel performing critical business operations such as monitoring, analyzing, and controlling data associated with a research and development portfolio, typically for science and technology programs to include Manufacturing Technology (MANTECH) and Technology Maturation Initiative (TMI) Programs. Serves as focal point/liaison for all research and development portfolio fiscal year-end issues and appropriation close-out issues. Executes all mission and customer ( i.e. Program Executive Office or Program Managers) funds, within the research and development portfolios, to include funding provided for reimbursable labor. Analyzes and monitors Portfolio execution against approved obligation plans and Office of the Under Secretary of Defense (OSD) goals. Leads the development and interpretation of the complete planning, programming, and budgeting function, to include budget formulation, presentation, and execution of an annual budget involving one or more appropriations, and specifically includes knowledge and expertise of RDT&E (Research, Development, Test & Evaluation), OPA (Other Procurement Army), and OMA (Operations & Maintenance) appropriations. Responsible for the management of complex financial policies and requirements with a widely dispersed customer and mission base. Performs analysis and interpretation of financial documents and reports and resolves problems for which no clear precedent exists. Using subject matter expertise, provides senior management briefings and recommendations on resource management. Provides budget advice to the Portfolios on the development of program budget requests and related support documentation for the upcoming fiscal year. Ensures that the Financial Management Branch provides support as required to the Accounting Branch and to the technical divisions on mission and customer programs. Specialized experience is defined as performing ALL of the following duties: 1) Formally and informally managing personnel through leadership, motivation, mentoring, and training; 2) Understanding of the types of funding appropriations executed and their associated fiscal challenges in a Science and Technology organization; 3) Generating, interpreting, and analyzing financial reports and analyzing trends in financial planning and execution; and 4) Translating technical and operational requirements into financial requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03 or GS-13). Additional Information This announcement uses the STRL direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is being filled under the Direct Hire Authority (DHA) Mission Support Positions (STRLs) authorized by 85 FR 78829 dtd 12/07/2020. This is a Science and Technology Laboratory Personnel Demonstration Project position and incorporates the GS-14 step 01 through GS-15 step 10. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three-year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This position is a TOP SECRET WITH SCI position. It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter. This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
