U.S. Army Forces Command Safety and Occupational Health Specialist in Fort Bliss, Texas

Summary About the Position: Incumbent will serve as principal Safety and Occupational Health Specialist at the Brigade level of an Army Command. The program embraces a diversity of high risk factors to meet training and mission readiness requirements. The duties and responsibilities of this position require or authorize the individual to participate in the formulation, development, implementation, and enforcement of the Safety Programs. Responsibilities Serve as a member of the Brigade Commander's special staff and as the primary technical advisor in regard to the Brigade’s Safety and Occupational Health (SOH) Program. Adapt/supplement safety directives from higher authority, closely coordinates with Division, Corps, FORSCOM, and Army headquarters activities safety staff. Serve as the Safety and Occupational Health Manager for a Brigade sized unit with responsibility for planning, managing, and administering a safety and occupational health program. Develop Area of Operations safety policies, procedures, plans, and regulations to ensure compliance with applicable host nation/foreign military personnel and civilians when in a deployed status. Ensure proper accident notification and investigation procedures are followed. Assess the effectiveness of the Safety Program to identify strengths and weaknesses and develops methods and techniques to improve operational and systemic deficiencies. Provide technical guidance and assistance to deployed commanders and staff officers to ensure compliance with established criteria, mission goals, and risk management. Provide interpretation of technical and general/vague criteria to assist in the formulation of appropriate control measures. Develop on-the-spot methods and techniques to control or eliminate associated high-risk hazards. Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes Managing safety or occupational health program, developing and recommending safety and occupational health policy to higher levels of management, and applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. You will be evaluated on the basis of your level of competency in the following areas: Accident Investigation Administration and Management Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Recruitment/Relocation/Retention incentives may be authorized. Work involves frequent visits and temporary duty at field sites as well as deployment and participation in military exercises in a variety of environments. This mandates walking, standing, stooping, bending, carrying and similar movements, as well as agility, stamina, and dexterity. During deployment, physical demands may be greatly increased and require extended walking with a rucksack weighing up to 50 lbs. Rations and quarters may be similar to that provided to military personnel. Exposure to elements associated in combat and contingency operations in CONUS and OCONUS locations. Employee may be required to perform work requiring chemical protective masks and protective clothing.
