Description of Work Unit

The Office of Financial Aid hosts a portfolio of student services which constitute a functional arrangement that is unique to Colorado State University ( CSU ). In addition to comprehensive financial aid counseling and program administration of federal, state, institutional, and private financial aid funds, the department also provides customer service for all aspects of student billing, tuition classification, and student employment operations. The office operates under the Division of Enrollment and Access to provide student-centered assistance by working under federal, state, and university guidance that enables students to enroll, manage their finances, achieve their academic goals, and graduate in a timely manner. Our dedicated team of financial aid professionals carry out this extraordinary work each day, with an eye toward equity, accuracy, and a purpose-driven credo that always supports student access and success.

Seventy-five percent of CSU students are financial aid recipients, and the institution disburses over $345 million of financial aid annually. Position Summary

As part of CSU’s land grant mission, the Office of Financial Aid is committed to the principle of inclusive excellence. In addition, a successful candidate will equitably assist students in navigating the often complex and confusing financial aid process in support of access and success.

Reporting to the Associate Director for Operations, the Assistant Director for Special Programs serves in a key leadership role for the Office of Financial Aid and the Operations Management Team. This position participates fully in administrative responsibilities for the department, which include:

  • Interpreting, formulating, and implementing policy.

  • Responding to needs of daily functions between Operations, Systems, and Client Services teams.

  • Collaborating with Director and Leadership Team to provide vision and direction for the office, advancement of department, division, and University objectives, and responding to the needs of our constituents.

The Assistant Director for Special Programs provides significant oversight and coordination for operational functions required to administer federal, state, and institutional financial aid. The position exercises oversight of special programs in financial aid, which include distance education, study abroad programs, non-degree certificate programs, articulation agreements, athletic scholarship, and student employment operations. The Assistant Director ensures that the Office of Financial Aid provides exceptional service to these highly varied activities with a focus towards innovation, efficiency, effectiveness, compliance, and in adherence to the mission and culture of Colorado State University.

This is a twelve-month, full-time permanent position based on the CSU Fort Collins campus, with the potential for flexible work arrangements including hybrid office/remote work.

Required Job Qualifications

  • Bachelor’s degree from an accredited institution of higher education in the liberal arts, sciences, engineering, business, arts, agricultural sciences, or related field.

  • Three years’ experience in a Title IV financial aid office with demonstrated knowledge of financial aid program administration and experience in campus-level implementation of regulations and policies.

  • Excellent oral and written communications skills, as demonstrated by application materials submitted.

  • Demonstrated experience in delivering excellent service to students, families, and both on- and off-campus constituents.

  • A personal or professional commitment to diversity as demonstrated by persistent effort, active planning, allocation of resources and/or accountability for diversity outcomes.

Preferred Job Qualifications

  • Master’s degree from an accredited institution of higher education in the liberal arts, sciences, engineering, business, arts, agricultural sciences, or related field.

  • Experience managing staff (professional staff or student staff) within an office setting.

  • Functional expertise in Ellucian’s Banner student information system.

  • Demonstrated leadership in the field of financial aid administration through involvement in trade associations, a record of professional presentations, engagement in board service, and advocacy.

Duty/Responsibility

  • Serve as point of contact for all special programs; act as a liaison for the Office of Financial Aid to the campus community to ensure program eligibility and compliance as required by federal and state agencies.

  • Ensure policies and procedures are met for programs offered through CSU Online. Ensure financial aid applicants enrolled in these programs have financial aid processed and funds credited to their student account by established deadlines.

  • Ensure policies and procedures are followed for study abroad programs. Ensure financial aid applicants enrolled in these programs have financial aid processed and funds credited to their student account by established deadlines.

  • Develops annual cost-of-attendance parameters for distance degree programs.

  • Works closely with Associate Director for Operations to ensure program compliance, including interpretation of federal regulations and implementation of systems to enact those regulations in a manner that is in adherence to the mission and culture of Colorado State University.

  • Ensures compliance with FERPA regulations.

Duty/Responsibility

  • This position directly coordinates the awarding and management of work study awards, for federal, state, and institutional work study programs. The position routinely engages with the Director, Associate Director for Operations, the Federal Funds Accountant, the CSU Career Center, and various campus partners to ensure equitable, effective, and compliant work study awarding.

  • In conjunction with the Coordinator for Work Study, the Student Employment Operations Specialist, Human Resources, and the CSU Career Center, the position oversees processing of HR assignment approvals, timekeeping, and various earnings reports for both work study programs, and student hourly positions for campus.

  • Communicates pertinent campus information to work study employers, including payroll processing date changes, semester start/end dates, work study renewal or request information, and any other updates regarding work study policies or regulations.

  • Collaborates widely with Career Center to engage with employers and to cultivate relationships that support CSU students and their work study experience.

  • The Assistant Director is a member of the Operations management team and brings forward concerns or issues that affect the delivery of financial aid to students, along with well-developed solutions or other alternative courses of action. Works closely with Associate Director for Operations to chart direction for overall activities of the Operations unit.

  • Continually monitors workflow within Special Programs, adjusting or reassigning tasks based on volume or programmatic needs. Continually monitors internal office referrals between the team and the Client Services unit to address unique student situations or troubleshoot issues.

  • Directly supervises five full-time professional staff.

  • Works with campus partners to facilitate the financial aid process for students participating in articulation agreement programs and responds to the needs of emerging partnerships. These relationships with the Office of Financial Aid exist between (but are not limited to) the CSU Online, Office of International Programs, University Athletics, The Institute for Shipboard Education/Semester at Sea, and the University of Alaska at Fairbanks Veterinary Education Program.
