Description of Work Unit

Founded in 1870, Colorado State University is among the nation’s leading research universities and enrolls approximately 32,000 undergraduate, graduate, and professional students. Located an hour north of the Denver metro area, Fort Collins is a vibrant community of approximately 157,000 residents that offers the convenience of a small town with all the amenities of a large city. The goals of the Office of Risk Management & Insurance are to develop and manage programs to monitor, reduce or lessen the impact of CSU losses, and to provide risk management support campus wide.

Position Summary

​​The goals of the Office of Risk Management & Insurance are to develop and manage programs to monitor, reduce or lessen the impact of CSU losses, to provide risk management support campus- wide and determine whether the university’s risk appetite and risk mitigation measures are in line with CSU’s strategic goals, mission and values. The Director/ Chief Risk Officer for the Office of Risk Management & Insurance is the primary individual responsible for the organization’s risk management policies, objectives and initiatives, and is the top risk expert at CSU . This position is also responsible for the goals of the department, performance of its vendors, and management of staff. Position is responsible for managing CSU’s property and casualty self-insurance program. The department comprises of experts in the field of insurance, ergonomics, liability, workers compensation, risk management, business continuity planning and temporary modified duty. Position seeks ways to optimize risk decision making using a multiple techniques and solutions, including collaboration and relationship building. ​

Position reports to the AVP of Safety and Risk Services. Position is responsible for the overall operations for RMI . RMI is responsible for workers compensation, ergonomics, CPR / AEDs, temporary modified duty, business continuity planning, institutional risk management, risk management, insurance, certificates of insurance, claims management, international travel, emergency response for international incidents (employees), drones, auto insurance, and alcohol at special events.

Given nature of position, position is expected to have a wide latitude of managerial authority and decision making responsibilities.

Required Job Qualifications

  • Bachelors degree in Business Administration, Risk Management, or related field (i.e. Law, Insurance) and 5 years of experience in Risk Management and Insurance.

  • ​Minimum of 3 years’ progressive supervisory and management experience

Preferred Job Qualifications

  • Masters Degree in Business Administration, Risk Management, or related field (i.e. Law, Insurance)

  • Demonstrated experience in managing self-insurance programs and commercial insurance portfolios.

  • Experience in contract review and indemnification processes.

  • Experience in workers’ compensation program oversight.

  • Skills in financial modeling, reserve development, and forecasting.

  • Proven ability to lead and work collaboratively with cross-functional teams

  • Commitment to continuous professional development and staying current with industry trends and best practices.

Duty/Responsibility

  • Manage CSU’s Property & Casualty self-insurance program.

  • Develop, implement, monitor, and administer self-insurance program. Determine appropriateness of expense, set 5-year projections, model and predict reserve development, and set metrics to measure the effectiveness of reserves.

  • Periodically review and determine whether self-insurance or commercial insurance coverage is the best mechanism for financing risk. Review appropriateness of retentions and deductibles.

  • Project manage the University’s annual insurance renewals, review coverage forms, premiums, and provide instructions to bind coverage. Ensure no lapse or unforeseen gaps in coverage.

  • Insurance (as a general duty encompassing the above points).

Duty/Responsibility

  • Review of insurance provisions in CSU sponsored program, vendor, partner, and facilities contracts. Provide training and support for FTE support.

  • All contracts that require CSU indemnification obligations have to be assessed, reviewed, and approved by RMI .

  • Requests for CSU certificates of insurance require review and approval. Position has trained FTE to complete this function. Provide support, training, and back up for FTE .

  • Contract review (as a general duty encompassing the above points).

Job Duty CategoryRisk Management and Business Continuity

Duty/Responsibility

  • Advice to departments, programs, on drafting risk management plans, providing advice on identification of risk, and implementation of risk treatment plans.

  • Approves drone requests by third parties. Collects information on all CSU -owned drones to ensure adequate drone liability coverage.

  • Provides risk management best practices recommendations to departments or programs that involve minors.

  • Assists in the identification of risk, and risk treatment plans to minimize risk of harm to individuals. Collaborates with other campus professionals ( EHS , CSUPD , Facilities).

  • Alcohol beverage event support.

  • Reasonable Suspicion of Impairment testing program.

  • Committee support.

  • Vendor management – Broker, Third Party Administrator, RMIS . Responsible for selection and appointment of vendors, ensuring contractual performance obligations.

  • Workers Compensation – Oversight of program. Quarterly claim reviews, KPI metrics, and ergonomics program oversight. CSU is self-insured in Colorado but purchases insurance for out-of-state operations and DBA exposures.

  • International Risk Management, including chairing ITOC , supervision of International Risk Manager, emergency response coordination for international emergencies, and institutional risk management framework implementation.

  • Institutional Risk Management framework implementation, leading Taskforce, or a committee, reporting and recommendations to leadership, maintaining CSU’s Institutional Risk Register, and providing reports on institutional risks.

Duty/Responsibility

  • Ensure compliance with regulatory requirements (e.g., Colorado WC Self-Insurance Permit, US DOL DBA Permission to Self-Insure).

  • Prepare and present risk management presentations and training on various topics (e.g., Insurance 101, business continuity, authorized field trip risk management plans).

  • Budget oversight, including RMI operations budget, insurance mandatory costs, charges to Non RI departments, oversight of a $6M self-insurance reserve program, and preparation of 5-year projections and forecasts.

  • Supervision of staff, training of staff, professional development of staff. Ensure staff are meeting performance and deliverables, have necessary training, and support their professional development objectives.
