Description of Work Unit

CEMML is a research, education and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

A Recycling Center Manager position is available with Colorado State University and the Center for Environmental Management of Military Lands to be located at Pohakuloa Training Area, HI.

The Recycling Manager is responsible for all aspects of the management and operation of the Pohakuloa Training Area Army Recycle Center ( PARC ). The Manager operates vehicles, forklifts and recycling equipment, and coordinates troop working parties to collect, receive, sort, store, and ship recyclable materials. This position is responsible for reviewing PARC operations to ensure recycling processes are conducted in compliance with federal, state, and local requirements for the facility. The Manager also provides support to the Army Recycling Program Manager to assist with the management of the Army’s Qualified Recycling Program ( QRP ) and assists with public outreach programs to raise awareness and motivate personnel to recycle.

Required Job Qualifications

  • Applicants must have a High School Diploma or GED

  • One year of general labor experience that includes operating industrial equipment, using power tools, and operating a forklift.

  • Experience managing plant operations that includes receiving, storing, and shipping materials as well as collecting data to accurately track the inventory throughout this process.

  • Must have or be able to attain and maintain Forklift Certification.

  • Must be able to lift and carry 75-pounds.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Three years of experience working in solid waste and recycling management.

  • Demonstrated experience as a work crew team leader.

  • Experience writing reports and standard operating procedures.

  • Experience working with personal computers and Microsoft Office programs.

  • Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures, and protocols.

  • Current Forklift Certification.

  • Provide operational management support to collect, receive, sort, store, and ship recyclable materials at the PARC .

  • Duties include operating vehicles, forklifts and recycling equipment, including but not limited to cardboard baler, recycling trailers, wood grinder, power tools and hand tools.

  • The manager will deconstruct materials for recycling or minor repair for reuse, using light carpentry/mechanic work.

  • Coordinate troop working parties to sort recyclable materials.

  • Review PARC operations to ensure recycling processes are conducted in compliance with federal, state and local requirements for the facility.

  • Provide support to collect recycling and solid waste disposal data for both the municipal solid waste stream and the construction and demolition debris waste stream and evaluate the data to determine the PTA solid waste diversion rate.

  • Assist with maintaining Qualified Recycling Program ( QRP ) records, to include the installation recycling policies, recycling standard operation procedures ( SOP ), QRP business plan, costs and profits of the QRP , as well as the cost avoidance resulting from recycling/waste prevention.

  • Characterize the installation’s waste streams, assessing the materials’ recycling potential, and researching potential markets for the materials.

  • Identify recycling equipment for purchase with QRP funds, taking into account the cost of the equipment (including maintenance) and the anticipated return on investment

  • Provide support for internal and external audits of the QRP to ensure regulatory requirements are met.

  • Assist with public outreach programs to raise awareness and motivate personnel to recycle, including the development and implementation of incentive programs to increase participation and promote the QRP .
