Defense Commissary Agency SUPERVISORY CONTRACT SPECIALIST in Fort Gregg-Adams, Virginia

Summary Serves as the Chief of a Branch within the Contracting Division in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to be capable of being designated a warranted Contracting Officer with contracting authority limited only by dollar thresholds of administrative review. Acquisitions for which is responsible range from relatively simple, low dollar requirements to highly complex, high dollar, multi-year acquisitions to support the DeCA acquisition mission. Responsibilities Serve as a chief of a Team/Branch within a Contracting Branch/Division. Serve as a Supervisory Contracting Officer with an unlimited dollar value appointment with authority to procure and sell. Direct a team/branch with the responsibility for total acquisition of products, services, supplies and/or equipment for commissaries worldwide. Direct and articulate assignments to subordinates, ensures strategies and milestone are developed, followed, modified and prioritized to achieve the Agency mission by awarding contracts within the established milestones. Perform with full contracting officer authority on acquisitions with a variety of high-level skills to assist requiring activity, as needed in developing the needs statement as well as evaluation goals. Requirements Conditions of Employment Qualifications DoD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS: This is an individual, single agency qualification standard for Department of Defense positions. This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended. Experience: One (1) year specialized experience equivalent to the GS-12 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector. IOR: Basic Education Requirements for GS-5 through GS-15 positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Examples of qualifying specialized experience: Perform a full range of pre and post award contractual activities such as acquisition planning, contract negotiation, technical evaluations, preparation and administration and termination. Plan complex acquisition strategies that fluctuate based on customer demand and market activity. Plan, schedule, and formulate of upcoming contracts, making maximum utilization of complex or unusual techniques and formulas. Lead all actions of the team to include on-the-job training of subordinates, directing personnel in day-to-day and long-term duties, and fulfilling operational mission requirements. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.
