U.S. Army Communications Electronics Command Management Analyst in Fort Huachuca, Arizona

Summary About the Position: Serves as a Management Analyst for Communications-Electronics Command, Mission Support Directorate MSD S1 (THA), Fort Huachuca, AZ. Responsibilities Serve as Management Analyst responsible for planning, coordinating, and accomplishing a wide variety of human resource management related administrative policies and procedures. Act as liaison between employees, command, the Civilian Human Resource Service Center (CHRSC), finance office, and other appropriate external offices and commands to coordinate actions and resolve problems. Compile narrative and statistical material and prepares briefings and related background information concerning the status of command personnel management, and numerous other support functions for use in briefing management officials. Regularly extract, analyze, and present data from multiple sources in order to provide USAISEC leadership with workforce performance management status reports. Researches issues for managers and employees in order to resolve unique or complex issues. Responsible for the development and execution of the USAISEC recruitment program; in conjunction with the Acquisition Workforce, CECOM Human Capital Plan and Command input, develop guidance specific to USAISEC workforce Responsible for tracking the Entry on Duty (EOD) date, career program, grade, and promotion and graduation dates for all interns. Coordinate with USAISEC Resource Management to ensure Acquisition positions are accurately identified on the Table of Distribution and Allowances. Act as liaison to Military Personnel Division and Defense Military Pay Office for Army related personnel and pay issues. Specialized and Other Experience: One year of specialized experience which includes: 1) Perform civilian and military personnel management and special studies to analyze and explore needed changes in administrative policies or procedures; 2) Execute all pay pool administrator duties and maintain records for the United States Army Information Systems Engineering Command (USAISEC)'s AcqDemo pay pool; 3) Oversee the USAISEC's student and intern programs including Pathways Program, Acquisition Support Center (ASC), DA, local, and Science, Mathematics, and Research for Transformation (SMART) interns; and 4) Manage the command's military personnel program (Active Duty and Reserve) using the Military Personnel Systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Manpower & Personnel Performance Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
