U.S. Army Training and Doctrine Command Military Research Analyst in Fort Leonard Wood, Missouri

Summary About the Position: This position is located in the U.S. Army MSCoE, Homeland Defense/ Civil Support Office Capabilities Development Department , on Fort Leonard Wood. Fort Leonard Wood is located in beautiful South-Central Missouri. The Fort covers more than 61,000 acres and is located in Pulaski County, bordering Waynesville/St. Robert and Interstate 44. St. Louis is a 2-hour drive east and Springfield is a 1-hour drive west of Fort Leonard Wood. Responsibilities Perform detailed research and analysis of Joint Capstone Concepts, Joint Operating Concepts, Joint Functional Concepts, Joint Integrating Concepts, and the family of Army concepts. Review, write, and revise conceptual studies relating to Joint and Army Transformation initiatives as they affect MSCoE current and future force missions, to include Defense Support of Civil Authorities, Homeland Defense, both Joint and Army. Implement the Joint Capability Integration and Development System process to assess potential Doctrinal, Organizational, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) solutions to meet the needs of the Army. Provide technical guidance, advice, and assistance to other research analysts and military action officers in the performance of their duties as they relate to MSCoE current and future force operations. Represent MSCoE on Joint and Army Integrated Capability Development Teams (ICDTs), focused study groups, work groups, conferences, symposiums, seminars, technical meetings, councils of colonels, tiger teams, in support of TRADOC. Evaluation of all written or virtual products that will include briefing material, analytical reports, studies, analyses, white papers, Concepts of Operations (CONOPS), CBAs, Operational and Organizational Plans, DOTMLPF documents and publications. Operate within the JCIDS process and implements an integrated, collaborative process to guide development of new capabilities for both Joint and Army current and future force through changes in DOTMLPF. Prepare briefings (information, decision, mission, and staff) and information or point papers that formulate a coordinated MSCoE position for each solution proposal. Specialized Experience: One year of specialized experience which includes: performing research and analysis on protection and maneuver support related concepts and capabilities; applying the Joint Capability Integration and Development System (JCIDS) process to assess Doctrinal, Organizational, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) solutions; conducting capabilities based assessments; preparing analytical reports, studies, white papers and charts; and briefing senior personnel on current warfighting capabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes Information Oral Communication Problem Solving Research Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
