U.S. Special Operations Command (Army) Budget Analyst in Fort Liberty, North Carolina

Summary About the Position: This position is located at the US ARMY 1ST SPECIAL FORCES COMMAND 3D SPECIAL FORCES GROUP in Fort Liberty, North Carolina. This position may be filled as a term appointment. Responsibilities Drafts and issues interpretations of the Command's budgetary guidance, supplemental guidance, and instructions to major subordinate troop units and the Special Forces Group’s headquarters staff. Finalizes budget schedules and mechanized report data for assigned troop units and staff elements. Monitors, reviews, and analyzes the execution of approved budgets by major subordinate troop units and staff elements. Prepares a variety of reports covering the status of funds, expenses, and obligations for each program of the subordinate troop units and the headquarters staff element. You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1. Performing a variety of budgetary, administrative, and analysis function in the formulation, execution, and presentation of operating Budget for several battalions 2) Drafting and interpreting of guidance, supplemental guidance, and instruction to major troop units.; and 3) Performing in-depth analysis of monthly budget obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). You will be evaluated on the basis of your level of competency in the following areas: Budget Formulation, Justification & Presentation Financial Management Fundamentals & Operations of Budget Budget Execution Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone, no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 11 - Comptroller position. You may claim military spouse preference (MSP). Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Term Appointment NTE - Position may be filled as a term appointment NTE 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
