U.S. Army Reserve Command Human Resources Specialist (Military) in Fort Liberty, North Carolina

Summary About the Position: This position is with the United States Army Reserve Command, G-1 Personnel Management Division, Active Military Management Branch, located at Fort Liberty, North Carolina. Responsibilities Implement Active Guard Reserve and Title XI Active Component officer and enlisted personnel lifecycle management policies and procedures as detailed in appropriate laws, regulations, and pamphlets. Report on all Army Reserve Active Guard Reserve management and policy issues for the Army Reserve, G-1. Resolve issues received from segments of the command regarding military personnel laws, regulations and policies and their application to special situations Research changes in legislation, Department Of Defense, and Army policy for impacts on assigned programs. Develop policy, guidance, procedures to implement changes in new military personnel policies. Conduct staff assistance visits and inspections related to Army Reserve military personnel programs to ensure compliance with statute, policy, and directives. Develop technical assistance for assigned programs to include teaching, coaching and mentoring team and subordinate command personnel. Specialized Experience: One year of specialized experience which includes managing and coordinating military personnel programs; such as the United States Army Reserve (USAR) Active Guard Reserve (AGR), Temporary Manpower Allocations (TMA), promotions, reassignments, reclassifications, professional development education, separations, and/or tenured assignments; researching, analyzing, interpreting, and development of military personnel regulations, policies and procedures such as USAR AGR Soldiers; and use of automated military Personnel Systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Compliance Personnel and Human Resources Program Management Technical Competence Technical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Position may be filled as a term appointment NTE 3 years. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a term appointment will be appointed/converted into a term appointment with no statutory return rights back to a permanent position.
