U.S. Army Forces Command Supervisory Business Operations Specialist in Fort Liberty, North Carolina

Summary About the Position: As a Supervisory Business Operations Specialist, you will oversee all business operations, strategic planning, resource management, information management, human capital management, and all functions for the organization. This position is located at HQ US FORSCOM in Fort Liberty, North Carolina. Responsibilities Oversees management policies, principles, procedures, and problems affecting mission essential functions. Serves as the technical authority on decisions affecting policy and mission objectives. Provides expert technical advice and makes final decisions affecting the organization's Business Operations. Assists with organizational structure, delegates authority and responsibility to subordinate positions, analyzes office objectives and methods of operation. Establishes long-range, intermediate, and short-range plans, allocates resources, and provides a reporting and evaluation system that supports project effectiveness. Oversees the programs of the human capital lifecycle process, resource management planning, strategic planning, business practices, and financial, economic and Program Objective Memorandum (POM) planning to identify processes of improvement. Establishes priorities and conducts planning for the equipment, manpower, and funding of resources necessary to accomplish the mission. Oversees the development of advanced analytical tools and mechanisms to improve the cost effectiveness of programs. Manages the Table of Distribution (TDA), coordinates functional realignments, and ensures compliance with Civilian Human Resources Agency (CHRA) Manpower policies and guidelines. Defends and justifies internal budget against program budget advisory reviews and other periodic reviews. Plans the work of subordinate staff and sets priorities to ensure timely work completion. Specialized Experience: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes experience conducting training and preparing a combat ready, globally responsive Total Force (Army and National Guard) to ensure mission readiness; overseeing current and future business operations, strategic planning, resource management, information management, human capital management, and process of improvement functions; managing the development of advanced analytical tools and mechanisms to improve the cost effectiveness of program delivery; coordinating functional realignments to ensure compliance with manpower policies and guidelines; AND performing supervisory duties to support subordinate personnel in an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Project Management Strategic Thinking Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
