Summary:

The Program Manager – Senior / Architectural Engineer will oversee and manage complex programs with responsibilities for cost, schedule, performance, and governance. This role requires expertise in program management, system development, acquisition, and proficiency in developing and implementing cyber threat security plans. The ideal candidate will possess a Bachelor’s Degree or relevant certifications and have extensive experience in program management.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

  • Program Management:

  • Oversee and manage the overall program with responsibilities for cost, schedule, performance, and governance.

  • Ensure all project objectives are met and delivered on time and within budget.

  • Cyber Threat Security Planning:

  • Lead/Coordinate:

  • Develop, submit, and implement a Cyber Threat Security Plan within 30 calendar days of contract award.

  • Compliance with DFARS Subpart 204.73, DFARS Clause 252.204-7012, and other federally mandated regulations.

  • Vulnerability Management: Evaluate network components, security procedures, and processes for potential exploitation.

  • Cyber Threat Intelligence: Provide policy enforcement and end-point protection against network attacks.

  • Analytics Monitoring: Implement scalable analytics solutions for risk assessment.

  • Mitigation and Response: Develop processes for threat mitigation and response.

  • Lessons Learned and Action Plan: Document lessons learned and create action plans to prevent repeated attacks.

  • Subcontractor Management: Ensure subcontractors adhere to security requirements.

  • Progress Reporting:

  • Submit Monthly Status Reports (MSRs) detailing actions, issues, cost expenditures, performance, schedule status, property accountability, technical accomplishments, issues, risks, and planned activities.

  • Work Breakdown Structure (WBS): Develop and maintain a WBS outlining tasks, level of effort, milestones, critical path activities, and delivery dates.

  • Quarterly Action Plan: Provide quality assurance and status reporting, noting any problems, risks, and alternative courses of action.

  • Order Management Plan (OMP): Describe the technical approach, resources, and management controls. Update the OMP as needed.

  • Integrated Master Schedule (IMS): Develop and maintain a schedule integrated into the IMS. Track project or program activities, dependencies, and resources.

  • In-Progress Reviews (IPRs):

  • Conduct quarterly face-to-face IPRs with the Government Program staff to discuss performance, using PowerPoint or automated project dashboard screenshots.

  • Technical Interchange Meetings (TIMs):

  • Participate in TIMs to discuss contract performance, including cost, schedule, and technical topics. Prepare and present briefings on updates to the technical and management approach.

EDUCATION, EXPERIENCE, & CERTIFICATIONS:

  • Education:

  • Bachelor’s Degree or

  • Project Management Professional (PMP) or

  • Program Management Professional (PgMP) or

  • Program Management DAWIA Level II

  • Experience:

  • 10 years of experience in Program Management with cost, schedule, performance, and governance responsibilities.

  • At least two (2) years in a program office for system development and acquisition or a similar organization.

  • Skills:

  • Proficient in Microsoft Office Suite or equivalent.

  • Clearance:

  • Active Secret clearance
