Program Manager

Position Summary

DarkStar Intelligence seeks an experienced Program Manager with a proven ability to align project objectives, optimize resources, and ensure full compliance with regulatory standards such as FAR, DFARS, and NSA guidelines. The ideal candidate will possess deep Earned Value Management (EVM) expertise and have at least ten years of program management experience. A Program Management certification is required for this role. The Program Manager will work closely with NSA representatives, uphold rigorous cybersecurity protocols, and manage complex contracts critical to national security. This position offers the opportunity to lead mission-critical projects focusing on quality, security, and regulatory compliance.

Primary Duties & Responsibilities:

  • Perform comprehensive requirements analysis to ensure project objectives are fully understood and aligned with stakeholder needs.

  • Optimize the allocation of resources, including personnel, technology, and finances, to effectively meet project deadlines and budget constraints.

  • Oversee project costing, schedule adherence, and deliverable tracking, ensuring that budget and timelines are maintained.

  • Utilize Earned Value Management (EVM) and other advanced reporting tools to control and manage project finances and resources.

  • Ensure strict adherence to the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations Supplement (DFARS), the DoD 5000 series, Intelligence Community Directive Number 801, and NSA-specific guidelines.

  • Collaborate closely with NSA representatives to ensure alignment with national security goals and leverage specialized expertise when needed.

  • Enforce NSA cybersecurity standards, ensuring data handling and encryption requirements are met throughout all project phases.

  • Lead and manage multi-task contracts and subcontracts, demonstrating strong leadership in multi-vendor environments and ensuring compliance from all parties.

  • Conduct regular audits to monitor compliance with NSA regulations and other relevant frameworks and address any non-compliance or security risks promptly.

  • Cultivate a security-focused culture within the project team, emphasizing confidentiality and strict adherence to security protocols.

Minimum Qualifications

  • Current TS/SCI + Full Scope Polygraph: In-scope counterintelligence polygraphs will be accepted, while personnel possessing a current CI polygraph will be considered for a contract position that requires a full-scope polygraph if they possess a Conditional Certification of Access (CCA) pending the successful completion and adjudication of a full-scope polygraph.

  • Certification in Program Management is mandatory. Acceptable certifications include PMP, FAC-P/PM Mid-Level, or DAWIA Level 2.

  • At least ten (10) years of experience in program or project management, with experience managing programs and contracts of similar scope and complexity.

  • A minimum of one (1) year of demonstrated experience managing and controlling funds and resources using Earned Value Management or similar reporting mechanisms.

  • Extensive knowledge of FAR, DFARS, DoD 5000 series, and Intelligence Community Directive Number 801.

  • Experience managing multi-task contracts and subcontracts in a multi-vendor environment, demonstrating effective leadership and coordination across diverse teams.
