Summary About the Position: Serves as the District Support Team (DST) Leader managing a DSTs for RBC/District Programs with responsibility for supporting District management for the Division Commander over the assigned Regional Program missions which may include Civil Works (CW), Environmental, SFO (Support For Others), Military, and Host Nation Construction Programs. The incumbent is responsible for ensuring close coordination is maintained with the other DST and all elements of the RBC. Responsibilities As the Team Lead for the DST, participates in management, implementation, evaluation and integration of a variety of programs and projects undertaken by the RBC (both at RBC HQ and at the District). Evaluates District project management performance and effectiveness, to include cost and schedule control. Assists in development of training plans and ensures necessary training is provided to RBC personnel to meet HQ project reporting requirements and use of automated systems (e.g. P2, CAPCES, CEFMS, RMS, etc.) to achieve those requirements. Manages the DST to ensure contact is maintained with all RBC staff elements to assure that issues impacting them are properly identified and that the DST provides assistance as necessary to ensure quality program/project performance. Provides program guidance and quality assurance to project activities for conformance with criteria and compliance with policies and procedures. Serves as the principal advisor to the POD Commander and the Director of Programs for assigned program as a matrixed asset to the Military and Civil Works Integration Divisions. Specialized Experience: One year of specialized experience equivalent to the GS-13 level in the Federal service which includes supporting District management over the assigned Regional Program missions; an in-depth understanding of mission objectives according to applicable guidance and directives in order to anticipate programming needs/problems and to provide timely, effective, and authoritative guidance; and apply extensive management and executive knowledge. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Leadership Manages and Organizes Information Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
