Position Summary
As a Certificate of Convenience and Necessity Project Manager I at Oncor, you’re responsible for learning to manage transmission line routing approvals, regulations and processes. As part of our Transmission Right of Way (ROW) team, you’ll assist with the review of proposed projects from Transmission and Distribution plans for the purpose of planning, directing, preparing and assisting in the completion of Public Utility Commission of Texas (PUCT) and other governmental filings; and learning to apply regulations and understanding the transmission facility approval process.
This is a hybrid role based in our 777 Mian St - Fort Worth, TX office.
Key Responsibilities :
Supports the CCN application process, per PUCT rules, in conjunction with Oncor regulatory team and other CCN Project Managers.
Contributes to the development and improvement of processes and procedures to ensure consistent, complete, accurate and timely CCN applications are presented to the PUCT and other governmental bodies.
Manages the activities of internal and external personnel to ensure compliance with the Oncor guidelines, methods and governmental regulations.
Assists Regulatory Affairs in responding to rulemakings at the PUCT.
Organizes and manages the timing of various routing studies as priorities change in order to ensure the timely filing of CCN applications. Supports efforts to draft and assemble CCN applications for filing.
Directs the activities of outside consultants and Oncor personnel to complete transmission line routing studies, environmental assessments, and siting of transmission lines compliant with Oncor practice.
Coordinates with outside consultant resources required for transmission line routing studies and other tasks associated with PUCT filings and other governmental approvals.
Attends, observes and/or participates in witness preparation and/or live testimony preparation with other CCN Project Managers.
Assists in the preparation of written testimony, responses to discovery and other Requests for Information.
Evaluates written testimony from intervenors in contested cases before the PUCT and helps to develop strategies to respond to that testimony (rebuttal testimony).
Reviews CCN team input for the Monthly Construction Progress Reports (MCPR) on CCN filings and construction to ensure compliance with PUCT rules.
Prepares budgetary recommendations for costs associated with CCN acquisitions.
Attends and observes witness preparation and/or live testimony for a special commissioners’ hearing as needed to support ROW acquisition efforts.
Skills :
Strong project management skills with experience managing large projects/programs.
Strong verbal and written communication skills, with the ability to build working relationships with cross-functional teams and lead conversations with internal and external stakeholders.
Preferred experience in reading and comprehending legal documents as well as the ability to review and redline legal documents (i.e., written testimony and PUCT docket filings).
Strong organizational skills and ability to implement and improve project management lifecycle processes.
Ability to adapt and analyze risk in changing conditions, appropriately prioritize work assignments, and consistently meet deadlines.
Understands purposes for adherence to financial and schedule constraints.
Proficient with Microsoft Office and various company computer applications.
Education & Experience :
Bachelor’s degree in engineering, construction, or business-related field AND 2+ years or more of proven project management and organizational skills experience required.
Nice to have but not required 1+ years of direct experience in Transmission Engineering, Right-of-Way, Construction, and Planning in lieu of above criteria.

Communicate and assist in training on topics related to the design, operation, and construction of Transmission facilities as it relates to CCN applications.
Attention to detail in reading and comprehending legal documents as well as the ability to review and redline legal documents (i.e., written testimony and PUCT docket filings).
Requires supervision while ensuring goals and deadlines are met for multiple projects.
Provides expertise and interpretation to engineering and operations personnel on PUCT, and other governmental regulations that impact CCN projects.
Ensures successful and timely completion of multiple project assignments while tracking budget and schedule adherence.
Proactive identification, communication and resolution of issues and potential concerns with key stakeholders and regulatory compliance.
Attends, observes, and supports witness preparation activities.
Demonstrated success drafting and assembling CCN applications for filing.
