Summary

This position will be responsible in assisting Vegetation Management (VM) Management to support the VM Program. In this role, the incumbent will train and learn the different aspects of Transmission and Distribution vegetation management. This position will be responsible for VM projects/programs, as assigned, related to customer experience, escalated issues, QA/QC, financial impacts, resources/production, storm restoration, herbicide use, NERC compliance and others as identified. The Forester will support the development of procedures and processes that relate to the VM organization.

Key Roles & Responsibilities

Other Duties may be assigned. Directly or through others, the incumbent:

  • Support the VM Management Team in planning, organizing and measuring efficiencies within T&D programs including Distribution Planned/Reactive Maintenance, Transmission Planned/Reactive Maintenance, Customer Experience including Issue Resolution, Customer Options (ATMA, Design), Pre-Notification Program and VM Contractor Performance for the entire Transmission and Distribution System.

  • Ensures compliance with all State and Federal Regulatory VM requirements.

  • Provide continual quality assurance of special projects and maintain associated documentation for management, leadership and regulatory review.

  • Contribute to various aspects of contract management, including but not limited to:

  • VM Bid process for T&D

  • Assess contract workforce needs for the Notification Program

  • Analyze contract workforce needs for the planned Rights-of-Way (ROW) maintenance program

  • Measure contractor performance via Performance Management controls

  • Participates in monthly Contractor meetings

  • Support VM Management Team in implementation of policies and procedures to ensure productive safe vegetation management services are delivered in the field.

  • Promote best practices by continuously evaluating methods, techniques and software used to fulfill the project tracking needs of the VM organization and make recommendations for improvement.

  • Advise and participate in the resolution of consumer vegetation management issues.

  • Assist in overseeing an environmentally-safe herbicide program to provide economical control of our ROW.

  • Assist in developing and implementing procedures for VM to provide timely response to system emergencies, restoration efforts and major storm clean up for Distribution and Transmission operations.

  • Support the development of new processes and improvements that enhance visibility and improve accuracy of VM reporting.

  • Develop an active professional relationship with other utility companies, industry organizations and contractors to stay abreast of current VM practices to maximize efficiencies through shared knowledge.

  • Represent the Company in a professional capacity on forestry related issues.

  • Possess interpersonal, verbal and written skills for the presentation of technical material to an audience ranging from executive through crew foremen of Oncor and its contractors.

  • Develop and present VM-related programs, annual training and safety.

  • During severe weather events, this position will be involved in requesting additional tree contractor and arborist resources to support restoration efforts at locations determined by VM Management.

  • Performs all essential aspects and functions of the job as well as any other specific job requirements.

Forester Associate:

Education, Experience, & Skills

  • Education

  • Bachelor Degree of Science in Forestry or related discipline preferred

  • Capable of obtaining International Society of Arboriculture Certified Arborist certification

  • Capable of obtaining Texas Department of Agriculture Pesticide Applicator’s License

  • Experience

  • 0-2 years of utility vegetation management experience

  • Skills

  • Working knowledge of Microsoft Office with an emphasis on Access and Excel, Internet tools, e-mail, electronic invoicing tools

  • GIS/GPS experience is a plus

  • Strong organizational skills

  • Strong written and verbal communication skills

Forester:

Education, Experience, & Skills

  • Education

  • Bachelor Degree of Science in Forestry or related discipline preferred

Forester Sr.

  • 3+ years of utility vegetation management experience

  • Management of Oncor VM programs preferred

Forester Specialist:

Education, Experience, & Skills

  • Education and Experience

  • Bachelor of Science Degree in Forestry or related discipline and 5+ years of utility vegetation management experience or 10+ years of utility vegetation management experience

  • 3 years of managing Oncor VM programs preferred

  • International Society of Arboriculture Certified Arborist, Utility Specialist preferred

  • Licensed Texas Department of Agriculture Pesticide Applicator

  • Skills

  • Proven leadership through documented, exceptional work performance
