The State Highway Administration’s (SHA) District 7 is seeking to fill an executive service position as an Assistant District Engineer – Project Development (Administrator VII) in Frederick County. This position is open to anyone who meets the preferred qualifications listed below.

Nature of Work: This position serves as the Assistant District Engineer-Project Development for the SHA District 7 Office (Carroll, Frederick, and Howard counties). This position is responsible for the supervision of permanent SHA project design engineering staff, and the in-house and external consultants for the development of the System Preservation Program. The System Preservation Program development and management responsibilities include the Intersection Capacity Improvement Program (Fund 87), Safety and Spot Improvement Program (Fund 76), Resurfacing and Rehabilitation Program (Fund 77), Crash Prevention Program (Fund 30), Drainage Improvement Program (Fund 74), and Sidewalks (Fund 79). This position also supervises and manages the District 7 Utility Program, including SHA staff and on-site consultants. This department is responsible for the issuance and inspection of all utility permits, district office permits, and residential entrance permits. The department inspects all the noted permits as well as Access Management Permits issued by the Access Management Regional Engineer. The utility department also handles emergency response and resolution for utility issues that may occur, such as water line breaks and downed aerial lines.

This position is responsible for ensuring program funds, approximately $80 million dollars and 6-9 consultant Agriculture &Environmental contracts valued at $12-20 million total are in compliance. This position is responsible for ensuring all project development activities are coordinated with respective agencies to obtain design and permit approval needed for the construction of projects.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative or professional work. Three (3) years of the required experience must be in the management and oversight of a design or utility program as it relates to engineering projects.

The ideal candidate will possess a bachelor’s degree from an accredited college or university.

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

    1. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

    2. Candidates may substitute the possession of a master’s degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

    3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
