General Summary
Under the supervision of the Assistant Contract Maintenance Manager, acts as team leader for an assigned work group of various skilled trade technicians including mechanical, plumbing, electrical, millwright, and general maintenance, and other assignments; performs work within scope of authority and provides technical leadership and oversight. Implements quality control and safety plans to ensure compliance with contract specifications and applicable regulations.
Essential Duties and Responsibilities
Coordinates and facilitates all phases of the maintenance work effort.
Performs assigned preventive maintenance (PM) and unscheduled maintenance on 26 facilities covered under the contract.
Doesn't assign work but tracks work that is assigned to each technician in the assigned work group, including tracking daily workload and productivity.
Reviews work schedules and ensures proper schedule coverage for planned work, including outage support and escorting requirements.
Mentors technicians in USAMRIID compliance programs.
Supports Management in preparing and submitting status updates for individual repairs and significant preventive maintenance efforts.
Supports the Site Safety and Health Officer in ensuring all employees follow OSHA and all related regulations.
Supports the Quality Control Manager in ensuring employees are documenting results of all work orders and PMs, meeting Facility managers’ requirements of proper documentation.
Is an active member of the USAMRIID Biological Personnel Reliability Program (BPRP).
Performs other duties as assigned.
Knowledge, Experience and Skill Requirements
Must be experienced in a trade, with at least eight years' experience in commercial / industrial / government facilities O&M work and/or three years’ experience in quality control program management.
Ability to inspect, evaluate, and report on all phases of operations and maintenance of HVAC, Electrical, Steam, Roofing, Carpentry, Interior and Exterior Finishes, Pest Management, Elevators, Fire detection and suppression, and Plumbing sufficient to assist and motivate performance of multiple trades.
Working knowledge of standard USAMRIID facility requirements, equipment, utilities, and proper coordination and testing procedures.
Knowledgeable about job site safety plans, systems, and procedures.
Working knowledge of the contract scope and contract communications requirements.
Demonstrated ability to develop and improve communication and integration of work efforts with local government technician staff.
Demonstrated ability to coach, mentor and train fellow technicians, including those outside his own trade.
Must have the ability to work alone or with minimal supervision and be able to deal with others in a diplomatic or positive manner.
A valid driver’s license with good driving record is required.
Working knowledge of standard Microsoft programs.
Must be able to read and write English.
Physical, Environmental and Sensory Requirements
Must be able to lift 50 lbs., squat, bend, stoop and kneel for short periods, climb a ladder, stand for long periods of time, constant arm extensions.
Occasional exposure to elements such as heat, cold, noise, dust, dirt, chemicals, but none to the point of being disagreeable. May involve minor safety hazards where likely result would be cuts, bruises, etc.
Must meet and maintain the background and medical screening requirements of the USAMRIID Biological Personnel Reliability Program (BPRP).
