JOB DESCRIPTION AND POSITION REQUIREMENTS:
We are searching for an experienced Electronics Manufacturing Engineer to join our Electro-Optics and Electronics (EOE) Division at the Applied Research Laboratory (ARL) at Penn State University. The EOE Division is located at the Electro-Optics Center in Freeport, PA. ARL/Penn State's purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). In this important role, you will solve manufacturing problems and develop solutions in support of military and intelligence community customers.

You will: Perform research and development tasks in electronics manufacturing Assist in new concept development; analyzing alternatives and applying engineering techniques and procedures to assignments Author technical documents and reports, brief proposed/ongoing projects, and capabilities Document work in memoranda, sponsor briefs, conference proceedings, and journal articles; brief senior leadership/sponsors/industry Develop project plans for new projects with internal and external stakeholders Manage projects of small to moderate size and scope, making substantial contributions
Additional responsibilities for higher level position includes: Provide technical leadership within the division for electronics manufacturing Develop long-term professional relationships with industry, government, and academic partners Participate in technical conferences, meetings, seminars, workshops, professional societies, and committees Manage concurrent electro-optical or electronic projects with geographically-distributed teams
This position can be filled at multiple levels, depending upon your education and experience. Typical requirements include a Bachelor's Degree in an Engineering or Science discipline, Master's Degree preferred; 5+ years related experience. Additional experience and/or education are required for higher level positions.
Required skills/experience areas include: Strong electronics background Successful management of technology development projects or programs A thorough understanding of electronics manufacturing technologies with the ability to recognize areas of manufacturing need and evaluate potential solutions from technical and program perspectives
Positive experience in one or more of the following: Semiconductor materials and devices Integrated circuit technologies Microelectronics packaging Printed circuit boards, assemblies, and interconnects Low-cost, high-throughput manufacturing and assembly techniques Embedded systems Microwave electronics Power electronics Energy storage and distribution Thermal management Experience in technology transition from the laboratory through prototypes and to manufacturing Ability to organize information for effective reporting and investment proposals Previous success in leading diverse, multi-disciplinary, technical teams
Preferred skills/experience areas include: A Bachelor's degree (or higher) in Electrical Engineering or a related field with 10 years of direct, relevant experience in electronics manufacturing Signif cant contributions in the development of electronics architectures, systems, protocols, devices, media, and integration, as used in military platforms Interest in current progress and advanced experience in emerging electronic technologies Current contacts/relationships with electronics suppliers, and familiarity with vendor ecosystem Business development experience with government customers Practical experience with system engineering concepts and methods Project management and leadership (PMP certification) Familiarity with lean manufacturing methods Success in an environment where various forms of communication and organizational skills were crucial to be effective Strong organizational and planning skills, with a demonstrated ability to effectively lead technical teams through high technical risk and complex problems Successful collaborations in technical areas, as evidenced by co-authorship of technical papers, presentations, proposals, and white papers with authors from other organizations An active Secret security clearance with eligibility for TS/SCI You must submit a cover letter of interest and a resume to be considered for this position. Your working location will be project-dependent ability for hybrid work, located in Freeport PA. This position will require periodic travel (30%) to Government and Industry locations in support of project meetings, project test and integration activities, and/or technical conferences.

The pay range for this position, including all possible grades is: $109,300.00 - $191,000.00
