Assignments will be made at the IR-9 through IR-8 levels. WHAT IS THE FRONT LINE READINESS PROGRAM? The Front Line Readiness Programs offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Front Line Manager position if more than 120 days for those selected under this announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals timelines and completion schedules. While on acting assignments as a Front Line Manager you may: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. Requirements Conditions of Employment STANDARD POSITION DESCRIPTIONS (SPD): PD91649 and PD97317 Visit the IRS SPD Library to access the position descriptions. Candidates not meeting the program requirements at the end of the first year may be extended in the program for up to 5 years to complete the necessary training/development activities. During the program, candidates whose performance and progress do not merit continuing in the program will be released from the program. Subject to a 1-year supervisory or managerial probationary period (unless already completed). Obtain and use a Government-issued charge card for business-related travel. Cadre length is for a designated term of (1) year, may be extended up to (5) years and will not be made permanent. Cadre members may be given temporary assignments (temporary promotions, details) to management positions for the time frame specified in the announcement. Once the cadre time frame expires, you must reapply to be considered for future cadre position(s)/announcement(s). You will remain in your home position and grade until a management assignment becomes available and is offered to you. You will be returned to your home position and grade upon completion of each assignment. You will participate in managerial training and developmental activities. You will remain in your current duty location. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: PROGRAM REQUIREMENTS: To be minimally eligible/qualified for this program you must meet all of the following requirements: Current annual performance appraisal must be fully successful or higher Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year Prior LDP participants are not eligible to apply. Must be a current Taxpayer Services Service employee Must be at least a GS 08 or above for the IR-9 Must be at least a GS 09 or above for the IR-8 TEMPORARY DEVELOPMENTAL ASSIGNMENT (PROMOTION/DETAIL) WHILE IN THE READINESS PROGRAM: To be qualified for a temporary developmental assignment (promotion/detail) to a Front Line manager position, while in the program, your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants. While in this program, if the applicant becomes eligible for a higher grade they may have the opportunity for a temporary promotion to the higher grade without further competition." The 120-to-180-day time constraint does not apply to the promotion in this case. In addition to meeting the experience requirements above, to qualify for temporary developmental assignment (promotion/detail) while in the program you must also meet the Basic Requirements listed below: FRONT LINE MANAGER BASIC REQUIREMENTS: IR-8 Level: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. IR-9 Level: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. If the temporary developmental assignment (promotion/detail) opportunity is to a position that has a positive educational requirement, you may be required to submit a transcript(s) at a later date. Education A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Additional Information This is a readiness/development program; there is no permanent promotion potential under this announcement. Completion of the program does not guarantee selection for a management position. GEOGRAPHIC AREA OF INTEREST/MOBILITY: Nationwide mobility is not a prerequisite for selection into the Readiness Program, however, future competitive selection into a permanent manager position will require a reasonable degree of mobility. Manager vacancies can arise anywhere in the country and it is to the applicant's competitive and developmental advantage to be available for a broad range of locations. Additional jobs may be filled. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. Tour of Duty: Monday-Friday. Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m. Swing Shift - Start and stop times between 2:00 p.m. and 1:30 a.m. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. Moving expenses for cadre positions will not be authorized. To be eligible for this Management Cadre, your permanent position of record must be within the Taxpayer Services, Accounts Management organization. Employees must have at least a fully successful rating on their current annual appraisal in order to compete for the Cadre. Cadre members must maintain a fully successful performance rating in any temporary assignment or in their permanent position to remain in the program for the 5 year membership. If performance during a managerial assignment warrants removal from the position, you will be subsequently removed from the Cadre and returned to your former position. If you are the subject of a disciplinary and/or adverse action or impeding disciplinary and/or adverse action while serving you will be removed from the cadre. Employees selected into the program must update their Supervisory Availability information on an annual basis. Current cadre members Supervisory Availability forms will be emailed for updating.
