The Acquisition Specialist, Senior uses extensive knowledge and experience of DoD acquisition, program, and contract policies and regulations to advise and assist leadership in the planning and execution of acquisition activities throughout a program’s lifecycle.

Responsibilities

  • Serve as the focal point for responding to external and internal inquiries related to program analyses within the area of responsibility.

  • Compile, maintain, and coordinate a responsive management tracking process to assure the availability of resources and information to meet established milestones and data calls.

  • Produce acquisition documentation, including Acquisition Program Baseline Agreements (APBA), Single Acquisition Management Plans (SAMP), performance work statements, a statement of objectives (SOOs), statement of work (SOW) requirements, market research reports, SCARS, procurement plans, program descriptions, technical specifications, justifications and approval documentation, Source Selection Plans, including the development of evaluation criteria, Contract line item structures, Task statements, and other required solicitation information.

  • Provide day-to-day program management, including briefing support, program schedule development, and meeting support.

  • Must have the ability to perform data management functions for contractor-related documents.

  • Review, analyze, and evaluate the accomplishment of the overall program by reviewing reports, studies, products, and information provided by staff members, support personnel, contractors, and other agencies.

  • Schedule, coordinate, and facilitate program Integrated Product Teams (IPTs) and Working IPTs (WIPTs) in support of Milestone Decision Reviews.

  • Provide program adjustment recommendations, as appropriate, to optimize the balance between funding, schedule, performance, and supportability.

  • Serve as advisor to management concerning the analysis and evaluation of major administrative technical and program aspects of substantive mission-oriented programs.

  • Assist in the development, staffing, implementation, and maintenance of agreements with external organizations and system owners (e.g., external interfaces).

  • Review and assess the impact of revised or new policy guidance and regulations for impact.

  • Identify existing or potential problem areas and recommend or direct necessary corrective action or preventive measures.

  • Other duties as assigned.

Qualifications

  • Bachelor’s degree required

  • 10+ years of relevant work experience

  • Working knowledge and application of DoD 5000 and 8000 series and DoD acquisition and contract processes, procedures, and guidance

  • Active or Interim Secret security clearance

Knowledge, Skills and Abilities:

  • Proficient with MS Office365 (Word, Excel, Teams, PowerPoint, and Excel)

  • Strong coordination, organization, teaming, and communication skills

  • Ability to work independently and with little direct supervision or guidance

  • Excellent organizational, scheduling, and prioritization skills

  • Works well individually or in a group setting.

  • Ability to interact with co-workers to develop a team environment.

  • Ability to work under pressure and time constraints

  • DoD Acquisition certifications are preferred
