Overview

Tanaq Support Services (TSS) delivers professional, scientific, and technical services and information technology (IT) solutions to federal agencies in health, agriculture, technology, and other government services. TSS is a subsidiary of the St. George Tanaq Corporation, an Alaskan Native Corporation (ANC) committed to serving Federal customers while also giving back to the Tanaq native community and shareholders.

About the Role

We are seeking a Program Manager to play a central role in overseeing, developing and implementing a Tribal Implementation Center under the Public Health Data Modernization Program. The center will provide technical assistance and aid Tribes and Tribal organizations in data modernization efforts while ensuring culturally-appropriate approaches that respect indigenous values and Tribal data sovereignty.

The Program Manager will provide oversight to the team, develop and implement comprehensive project plans and timelines, and oversee all financial aspects of delivery. This will include providing contractual and programmatic direction of the program, ensuring that project activities align with the statement of work, managing necessary subcontracting relationships, conducting fiscal management activities, establishing and maintaining productive and positive client relationships, and tracking/documenting training and technical assistance activities.

This is a fully remote position that can be based in Atlanta, GA or anywhere in the U.S. Some travel (15% of time) will be required to various locations in the U.S. to attend meetings, conferences, etc. This position is contingent upon contract award.

Responsibilities

  • Build relationships with established subject matter experts in applicable functional areas as well as identify and establish new relationships with trusted partners.

  • Supervise, monitor, and assess the performance of staff, consultants, vendors and/or subcontract teams.

  • Develop and monitor budgets.

  • Coordinate multiple tasks, ensuring adherence to project schedules and the quality and timeliness of contract deliverables.

  • Initiate requests for and monitor subcontract and consultant agreements. Ensure the quality, timeliness, and technical performance of subcontractors and consultants.

  • Review invoices for appropriateness and approve payment of invoices.

  • Ensure the completion, accuracy, and timeliness of programmatic (technical) reports.

  • Report contract performance and progress.

  • Initiate and work collaboratively with peers representing a variety of organizations and disciplines.

  • Conduct tribal, state and local needs assessments, as needed.

  • Design and develop training and technical assistance activities, as needed.

  • Provide technical assistance and training, as needed.

  • Perform other duties as assigned and as needed.

Requirements

Required Experience and Skills

  • 5-8 years of relevant experience in a public health setting.

  • Experience overseeing or implementing large scale data systems capacity building and/or training and technical assistance projects.

  • Experience delivering technical assistance, ideally for public health data modernization initiatives.

  • Demonstrated cultural competence in providing services to or working with Tribes and Tribal organizations while ensuring culturally-appropriate approaches that respect indigenous values and Tribal data sovereignty.

  • Ability to work independently and take initiative, with minimal supervision and within a team environment.

  • Excellent oral and written communication skills.

  • Excellent technical writing and research skills.

  • Understanding of adult learning styles and training techniques.

  • Experience managing contracts of over $20M in value (multiple subcontractors, SMEs, large labor and travel budgets) and monitoring budgets highly desired.

  • Experience with developing TA in response to diverse needs preferred.

  • Experience working with public health federal agencies, states and/or tribes preferred.

  • Strong attention to detail.

  • Effective organization skills.

  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Education and Training

  • Bachelor’s degree in a relevant field required; Master’s, MBA, or equivalent degree preferred with 5-8 years of relevant experience.

  • PMP certification preferred.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.

  • Ability to travel (15% of time) to various locations in the U.S. to attend meetings, conferences, etc.
