We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Military service members and veterans with ranks from E5-E9, W1-CW5, or O3-O6, plus appropriate equivalent combination of education and years of experience as outlined below will be considered for this opportunity.

Job Summary

This position will be responsible for Substation Protection and Control Conceptual Design , scope of work and estimates for Dominion’s Electric Transmission and Electric Distribution Substations ranging from 4kV to 500kV.

Primary Responsibilities:

  • Create and/or modify Protection and Control design documents and drawings for substation projects including the relay functional diagrams and relay panel arrangement drawings.

  • Coordinate with multi-disciplined teams (including but not limited to Substation Engineers, Transmission Line Engineers, System Protection Engineering, Data Communications Engineering, Standards Engineering, Transmission & Distribution Planners, Electric Transmission Field Operations, Project Managers) to fully develop the Protection & Control scope of work.

  • Create project cost estimates using material and labor costing database for the Protection & Control portion of projects. Make necessary updates to the database to improve accuracy and consistency.

  • Develop Conceptual Engineering Estimate Packages for projects and support the Project Managers to take proposed projects through the project approval process.

  • Facilitate smooth transition of the conceptual design to detail engineering and construction team.

  • Provide technical expertise and/or team leadership as needed. Provide assistance to less experienced engineers and technicians in conceptual engineering, detail engineering and the field.

Required Knowledge, Skills & Abilities

Engineer II: 3+ years of relevant work engineering experience. Prefer three years of work experience in Protection & Control applications

Engineer III: 5+years of relevant work engineering experience. Prefer five years of work experience in Protection & Control applications

Engineering Technical Specialist II: 3+ years relevant work experience

Engineering Technical Specialist III : 5+ years relevant work experience

  • Thorough understanding and knowledge of substation components and their functions

  • Firm understanding of the protection principles and practices for transmission lines, distribution feeders, and major substation equipment

  • Ability to read, interpret, and modify one-line diagrams, relay functional diagrams, elementary diagrams, panel wiring diagrams and communications diagrams.

  • Familiarity with electromechanical and microprocessor-based Protection & Control systems

  • Some drafting experience preferred. Experience with AutoCAD or Microstation is a plus

  • Ability to think analytically and solve complex problems

  • Ability to interpret codes, regulations, and practices

  • Planning, organizational and project management skills

  • Self-motivator who can work cooperatively in a team environment, but is comfortable independently seeking knowledge and information

  • Strong time management skills with the ability to independently plan and organize work assignments

  • Effective decision-making skills

  • Strong communication and interpersonal skills

Education Requirements

For Engineer II / III: Bachelor’s or higher in Engineering (see other required engineering criteria below)

REQUIRED ENGINEERING CRITERIA

For placement of a candidate in the Engineer job series, the following criteria must be met:

• Possess a 4-year Engineering degree from an ABET accredited Engineering program based on the year that the Engineering program was accredited by ABET, or

• Possess a 4-year Engineering degree from an institution outside of the U.S. which is accredited through the country's own Engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

• Possess a 4-year degree in Engineering (non-ABET accredited), Physics, Chemistry, Math or Engineering Technology and a post-graduate Engineering degree from an institution where the undergraduate degree in the same Engineering discipline is ABET-accredited based on the year the Engineering program was accredited by ABET, or

• Holds or has previously held a valid U.S. Professional Engineer license.

For Engineering Technical Specialist II/III: Preferred Bachelor's degree

In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:

  • 4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or

  • 4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or

  • 4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or

  • Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree

Licenses, Certifications, or Quals Description

  • Engineer in Training (EIT) license is preferred

  • Professional Engineer (PE) license is a plus
