Mcleod County Facilities Manager in Glencoe, Minnesota

The Facilities Manager coordinates and supervises daily and incremental maintenance activities for the County s facilities, along with responsibility for overseeing renovations, repairs, and facility construction projects. The Facilities Supervisor is a key contact for relevant vendors and service providers used by the County; they also assist in management of building access and security. This position requires the individual to supervise a team of Maintenance and Facilities staff, while working in coordination with County Administration and other departments. The Facilities Manager ensures that the County s buildings and grounds are clean, safe, secure, and in working condition; they are responsible for maintenance of mechanical equipment and arranging service of equipment. Essential Functions/Responsibilities Duties listed are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Position Duties Supervision of relevant staff and contractors/vendors; provide guidance and assistance. Staffing and scheduling of staff and services to meet the business needs of the County, while maintaining clean and operational facilities. Prepare budget and provide capital expenditure estimates by acquiring quotes and information through the appropriate process (equipment replacements, facility and property renovations, new equipment, fleet vehicles, construction projects, etc.). Meet statutory requirements for bidding services, service contracts, and purchasing. Oversee and assist with the operations of mechanical equipment (boilers, cleaning equipment, heating and cooling units and systems, power sources, security systems, etc.). Oversee facility safety and security through management of physical key systems, electronic access systems, and other necessary means. Perform timely research of statute and relevant regulations; assist in implementation of necessary responsive actions. Form and maintain professional relationships with staff, County contacts, vendors, and service providers. Schedule and maintain preventive and preventative maintenance for all facility systems; utilization and implementation of relevant software and tracking systems. Schedule and oversee grounds maintenance, including: snow removal, lawncare, resurfacing, repair and other projects. Work with applicable vendors to arrange services. Arrange and monitor internal services as needed through applicable staff or sentence-to-serve assistance. Oversee purchasing of supplies and materials to perform facilities and grounds maintenance; manage office equipment and furniture purchasing and replacements. Coordinate and maintain the County s fleet program (purchasing, maintenance, scheduling, tracking, recordkeeping). Implement and assist in maintaining programs and documentation to meet local, state, and federal safety requirements (i.e. LOTO (lockout-tagout), OSHA (Occupational Safety and Health Administration), materials safety data programs). Non-Essential Functions Perform job related duties as assigned or apparent. Knowledge, Skills, Abilities Knowledge and skill in facilities and mechanical equipment maintenance. Knowledge of mechanical concepts and mechanical aptitude. Knowledge of County government operations and related Minnesota Statutes. Knowledge of electrical concepts, general plumbing, general heating and air conditioning systems. Knowledge of generators and back-up power, manual and automatic switch systems, compressors, heat exchange systems, pumps and motors, fire control systems (alarms, sprinklers), and security or monitoring systems. Knowledge of applicable technical equipment and software systems, including scheduling systems. Skill in organizing, planning, and supervising maintenance and facilities activities. Skill in conducting relevant research, analyzing problems, and rendering opinions and recommendations. Ability to maintain regular and timely work attendance, and, be available for unplanned events and emergencies outside of regular business hours on a regular basis. Ability to work independently with minimal supervision. Ability to work efficiently despite disruptions, delegate effectively, and follow-through on projects. Ability to supervise staff and relevant contractors or service providers. Ability to exercise sound judgment in decision-making. Ability to organize and prioritize tasks, and follow-through. Ability to communicate effectively verbally and in writing. Ability to provide strong public relations skills (required to present in a public forum as needed). Ability to establish and maintain effective working relationships. Ability to accurately identify operational problems and solutions. Ability to make responsible financial decisions, and, to make sound financial recommendations for large expenditures. Ability to support and maintain a team-oriented environment. Ability to gather and organize data, and, to make educated recommendations.
