Job Description

The National Renewable Energy Laboratory (NREL) is the nation's primary laboratory for research and development of renewable energy and energy efficiency technologies.

NREL is looking for a National Security Sector Partnership Development Lead to join our Strategic Partnership Office (SPO), to lead partnership development activities within the National Security Sector. The purpose of this position is to expand NREL’s impact and support U.S. government agencies with critical national security missions as they seek solutions for their most challenging energy problems. Responsibilities of the position will include leading partnership strategy development and conducting outreach to partners outside of NREL or hosting partners at the laboratory, collaborating with PIs to develop compelling and strategically aligned new opportunities, statements of work, budget estimates, and following up directly with clients to identify next steps. The successful candidate will be assessed against their ability to identify and onboard strategic partnership agreements aligned with NREL’s research mission and priorities.

The National Security Sector Partnership Development Lead position is dynamic, helping to build partnership opportunities at NREL and transfer NREL’s world class knowledge and expertise to partners via non-DOE funding relationships. As such, the successful candidate will have experience building productive relationships and partnerships in a professional setting and be able to empathize with partners and think creatively about how NREL’s capabilities can help partners achieve their goals.

The successful candidate will have the ability to learn, understand, and navigate a broad swath of NREL’s technical research areas and will be expected to build and maintain strong internal relationships with researchers, project managers, and subject matter experts, and working collaboratively with these contributors on requirements development, proposal development, final pricing, statements of work, and executing partnership agreements. The Partnership Development lead will work collaboratively with the SPO Team, as well as the National Security Research Oversight Office (NSRO) leadership, principal investigators (PIs), project controllers (PCs), and other key stakeholders across NREL’s Science and Technology (S&T) Directorates.

The National Security Sector Partnership Development Lead will report to the SPO Office Director while taking cross-functional guidance from the NSRO on matters related to classified work development. The successful candidate will be expected to work collaboratively with other members of the SPO, colleagues in the Technology Transfer Office (TTO), the broader team of people doing partnership development across NREL, and NREL’s research community to accomplish the partnership mission goals of the laboratory.

Responsibilities include:

  • Working in classified and unclassified environments on appropriate computer systems to pursue strategic partnership opportunities with agencies of the National Security Sector.

  • Interacting with NREL’s National Security Research Oversight Office, Strategic Intelligence Partnership Program (SIPP) Analyst, Lab Program Managers, and Center Directors.

  • Understanding and cultivating key relationships with partners and organizations.

  • Aligning partner needs and NREL’s current and future capabilities,

  • Overseeing requirements development, proposal development, and final pricing and statement of work.

  • Continuously improving the mission impact of partnership opportunities that advance the goals of the program.

  • Building strong internal relationships with researchers, project managers, and subject matter experts to develop compelling solutions that partners value

  • Understanding other context within which the program is conducted and how outcomes contribute to the customer's success.

  • Manage opportunities to maximize mission impact and probability of capture,

  • Help partners understand how to most effectively develop Statements of Work (SOWs) with NREL.

  • Contributes to the development of new principles and concepts for managing processes and programs in a dual classified/unclassified work environment.

Basic Qualifications

Relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience. Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience. Or, relevant PhD and 9 or more years of experience or equivalent relevant education/experience. Or, relevant JD and 9 or more years of experience or equivalent relevant education/experience.

Additional Required Qualifications

  • Relevant partnership development, science and/or technology experience.

  • demonstrated project management and customer relationship experience.

  • demonstrated experience developing strategic partnerships between agencies and organizations.

  • Proven history of being able to interpret partner requirements and lead teams toward successful development and delivery of winning solutions.

  • Exceptional soft skills, including: 1) strong and flexible interpersonal skills, 2) a problem-solving attitude, and 3) the ability to work both independently and as a collaborative team player.

  • Excellent organizational skills.

  • Strong oral and written communication skills.

  • Strong understanding and application of project management principles, concepts, practices and standards.

  • Clearance: Must be able to obtain and maintain a DOE (L or Q) Security Clearance. Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE O 472.2A for additional information.

Preferred Qualifications

  • 10 years of relevant partnership development, science and/or technology experience.

  • 5+ years of demonstrated project management and customer relationship experience.

  • 5+ years of demonstrated experience developing strategic partnerships between agencies and organizations.

  • Active TS/SCI level security clearance.

  • 10 years of relevant experience in the U.S. Intelligence Community or related agency.

  • Experience managing capture or business development teams.

  • Knowledge of contracting or similar business processes that cross classified and unclassified systems.

Annual Salary Range (based on full-time 40 hours per week)

Job Profile: Professional V / Annual Salary Range: $114,500 - $206,100

NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
