Agricultural Research Service Program Support Assistant (Office Automation) in Grand Forks, North Dakota

Summary This position is located within the Grand Forks Human Nutrition Research Center, Location Support Staff unit, for the U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) in Grand Forks, ND. In this position, you will assist the Administrative Officer (AO) in providing administrative and program support for the research programs of the center. Responsibilities Serves as Government Purchase Card cardholder and Check writer and conducts all Purchase Card Account Reconciliations. Conducts training sessions for all employees on the use of Purchasing Card Management System (PCMS). Procures supplies, equipment and services in conformance with government policy within a delegated procurement authority. Serves as Contracting Officer Representative for services contracts. Serves as timekeeper for the Administrative Office staff, and prepares and validates time and attendance records and monitoring leave audits for location personnel. Uses database or spreadsheet software to enter, revise, or retrieve data for standard reports, and uses graphics software to provide charts, graphs, or directories. Maintains accountable property records and reconciles the accountability report. Establishes and maintains administrative files in accordance with prescribed procedures, and reviews and disposes of files as they become obsolete. Receives telephone calls, electronic messages and visitors and directs to appropriate staff members for immediate attention Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-06 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-06 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing administrative and clerical office tasks and procedures; reviewing documentation or materials for grammar, format, and completeness; and scheduling conferences, meetings or travel. Applicants must be able to type at least 40 words per minute. GS-07 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-06 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience participating in program planning support work including research project coordination, travel documentation, budget coordination/tracking, agreements, and purchasing/procurement of supplies and equipment, or human resources administration; providing training and advisory services to a professional staff regarding administrative procedures; and producing a wide range of documents using a variety of office automation technologies. Applicants must be able to type at least 40 words per minute. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Most work is of a sedentary nature; however, some walking, bending, lifting of light loads is required. Work Environment: Work is usually performed in an office setting and in/around the facility. The office environment has adequate light, heat and ventilation. Occasional visits to laboratories, workshops, outside construction projects, warehouses and outdoor facilities may be required. Adverse weather conditions may occur. Work requires the observance of safe work practices. The health status of personnel is monitored periodically using biologic and serologic tests and physical examinations. Education This position does not have an education qualification requirement. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
