Mesa County Manager - Workforce Center - DHS in Grand Junction, Colorado

Providing direction, leadership and goal setting to the supervisors in Child Support, CCCAP, Colorado Works, Employment Services, Career Development Services, and/or GED Assist the Director in the development of strategic plans and perform tasks such as writing policy documents and directives that summarize procedures, provide guidance, and advance system improvements. Plans daily operations; makes recommendations to the WFC Director on resources, needs, and operations. Develop and lead internal leadership training programs as needed. Addresses all internal and external complaints Assist the Director in identifying funding and grant opportunities. Develop partnerships and proposals in response to solicitations from the Colorado Department of Human Services (CDHS), Colorado Department of Early Childhood (CDEC) and Colorado Department of Labor and Employment (CDLE). Develop and monitor performance plans and reporting for programs to ensure compliance with County, State, and Federal requirements. May participate in statewide meetings regarding related programs. Expected to advocate on behalf of Mesa County and the Southwest region around rule making, legislation, and proposed changes to programs. Lead efforts with program partners at the Workforce Center, and within the community to discuss and implement initiatives and programs, and to assign and complete services within agreed scope. Assists in interviewing, hiring, training, and onboarding of new staff as needed Approves, limits, or denies leave requests; processes recommendations for promotions, transfers, or dismissals of team staff. Reviews program standards to ensure compliance with mandated regulations, identifies problem areas, and discusses and provides training as needed. Analyze data and trends in designated programs to adjust and improve program service delivery in an ever changing environment. Ensures timeliness, accuracy, and customer service in all WFC programs Implement and sustain a collaborative design throughout all WFC programs

Assist Director with completion of Expenditure Authorizations and modifications, program contracts, grant proposals, and budgets. Assist Director to ensure audits are passed and performance outcomes are successful Assist Director to ensure WFC program spending is in compliance with CDHS, CDLE and CDEC Assist Director with programmatic and policy related communications from CDHS, CDLE and CDEC Act as Director of the Workforce Center, as needed. Other duties as assigned.

Minimum Requirements Education and Experience:

Bachelor's degree in a related field and three (3) year of management experience Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Supplemental Information PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds. Work is generally confined to a standard office environment.
