Mesa County Plans Examiner Manager - Community Development (Building) in Grand Junction, Colorado

JOB SUMMARY:

Supervises Plans Examiners and conducts reviews on residential and commercial drawings, plans, and specifications to ensure compliance with all applicable codes. May also perform required building, mechanical, electrical, OWTS and/or plumbing inspections and code enforcement activities to ensure compliance with all applicable laws, rules, and regulation

ESSENTIAL JOB FUNCTIONS:

Directly supervises Plans Examiners and maintains professional standards for all plan reviews.

Examines submitted residential and commercial drawings, plans, and specifications for compliance with all applicable building, plumbing, mechanical, and electrical codes; reviews new construction methods and products for compliance; communicates findings to appropriate party (e.g., homeowners, contractors, architects, etc.).

Reviews Onsite Wastewater Treatment Systems (OWTS) for compliance with state and local requirements.

Does research to assist management with complex issues and assist with daily office management processes.

Assist permit applicants with coordination of requirements of other related agencies and departments.

Monitors the certification and training requirements of direct reports to assure they have achieved or are working on necessary levels of certification and training. Assures assignments are made on the basis of qualifications.

Performs meetings and responds to questions from applicants, Design Professionals and contractors, as needed, to answer code-related questions.

Assists with establishing and maintaining electronic plan review process and procedures.

Resolve conflicts with projects under construction when plans are not followed which can include follow-up field inspections and/or plan reviews.

Ensures that all codes are interpreted properly, consistence and updated regularly through proper process.

Confers with the Chief Building Official to keep him/her informed on key issues and progress toward objectives and to gain their support and approval; makes recommendations to assist management in making needed improvements.

Assists with maintaining the company Subdivision Foundation Requirements. Includes coordination with external agencies and groups to ensure compliance is verified and maintained.

Collaborates, persuades, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.

Oversees training and continuing education for direct reports.

Provides prompt and courteous responses to inquiries from public, contractors, Registered Design Professionals and co-workers.

Addresses internal and external complaints in a non-biased and professional manner.

Attends staff meetings, seminars, and training sessions; maintains current knowledge of recent code developments, construction practices, and building products.

Utilizing computer, locates permit and inspection information; maintains familiarity with office computer system.

Assist and provide support to field inspection staff on an as needed basis.

Drives county vehicle while performing normal daily inspections.

Ensures assigned County vehicle is clean, safe, and properly maintained.

Oral and written communications must be clear and effective.

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

High school diploma or equivalent and 5 years of progressively responsible related work experience in building construction and plans review.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

ICC Commercial Building Inspector Certification

ICC Commercial Plumbing Inspector Certification

ICC Commercial Mechanical Inspector Certification
