SUMMARY

The Manager of Human Resources Operations provides leadership and supervises Human Resources employees involved in the recruitment functions, data information and reporting, and compliance with local, state and federal employment law requirements. This position works with GRCC leaders to promote and drive positive organizational effectiveness and related cultural change initiatives that support the College's commitment to supporting student success and being a premier community college. The Manager of Human Resources Operations assumes the role of department leadership in the absence of the Executive Director of Human Resources.

ESSENTIAL FUNCTIONS

• Supervision and Leadership: • Recruitment and Talent Acquisition: • Compensation Management: • Provide guidance to annual merit and compensation increases for all employee groups, ensuring compliance with OFCCP guidelines for pay equity. • Oversee and coordinate position classification processes for Meet & Confer and APSS employee groups.

• Develop and maintain a system for paying temporary and part time employees with consistency and transparency.

• Policy Management:

• Standing member of the Policy Committee, representing the Human Resources department. • Create and administer HR policies, procedures and work instructions. • Interpret union agreements and employee handbooks, as needed. • HR Strategy and Compliance: • Contribute to the development and implementation of HR strategies that support College goals, comply with handbooks and agreements, and follow College policies • Stay informed about best practices, trends, and changes in employment law, human resources and training and development; including equal employment opportunity, Title IX, labor laws at the federal, state and local levels.

• Engagement:

• Participate with college wide activities that support our students and with community wide activities that support GRCC's role within the community. • Lead cross college employee input initiatives regarding employee engagement. • Lead and participate on multiple cross functional teams. • Serve as a standing member of the Strategic Leadership Team. • Persons in this role are identified as a Campus Security Authority (CSA). CSA's will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act. • Employee and Labor Relations: In collaboration with the Executive Director, employee and labor relations issues will be assigned appropriately to support this function. • Counsel management and Generalists regarding performance, management concerns and disciplinary matters; while maintaining an appropriate balance between employee and management advocacy. • Responsible for conflict resolution and the timely process and outcome of employee relations issues, at times in consultation with the Office of General Counsel. • Participate in contract negotiations during collective bargaining. • Identify and recommend handbook changes for non-union employees. • Interpret and administer unionized employee contracts for management and staff, advise HR Generalists in dispute resolution. • Advise management on a variety of union-management relations topics and/or issues.
