City Of Greeley Deputy Director Water Resources in Greeley, Colorado

JOB SUMMARY: Salary Range: $131,700 - $184,400

The Deputy Director for Water Resources is responsible for both ongoing water resource programs and implementation of the Integrated Water Resources Plan, protection of Greeley Water Rights and leading strategic water resources initiatives. Ongoing source water management and operations, water resource administration and state reporting, conservation programs, non-potable raw water system operations, dich company relations, regional water resource stake holding, Colorado River monitoring, and watershed health are all under the direction of the Water Resources Deputy Director.

EXPERIENCE, KNOWLEDGE, and SKILLS: (include Education, Certifications, Licenses & Equipment Skills)

MINIMUM REQUIREMENTS:

Bachelor s degree in civil engineering, environmental engineering, water resources, agricultural economics or related field from an accredited college or university Six (6) years of experience in water resources administration, planning and development including experience in complex negotiations, conflict management & resolution strategies, and experience with Colorado Water Law. OR

Possession of any equivalent combination of education, training, or experience AND

Valid Colorado driver license and good driving record PREFERRED: Three (3) or more years of experience in water resource planning and management experience for a municipal water system One (1) or more years of experience with water rights in the Poudre and Big Thompson River basins Two (2) or more years of experience in the acquisition, purchase and sale of water rights in Colorado KNOWLEDGE, SKILLS, and ABILITIES: Skills to communicate effectively verbally and by telephone, text and virtual meeting tools Skills in effective situational leadership and time management Ability to communicate complex concepts in writing, and ability to write to the specific intended audience. Ability to develop and implement policies in a clear and understandable manner Ability to develop relationships with people and agencies that will enhance the water resource function Ability to perform detailed analysis of available water resources and coordinate with projected needs Ability to evaluate organizational activities and make recommendations based upon critical analysis Ability to comprehend and make inferences from written material Ability to work independently and within a team environment Ability to build and maintain strong relationships with community, employees, and other agencies Ability to coordinate and direct the activities of professional, technical, and administrative support staff Ability to negotiate, coordinate, and administer a variety of agreements for a variety of consulting services Skill in integrating and synthesizing others viewpoints to build alignment of diverse perspectives to achieve results Skill in public speaking and public relations methods to convey, persuade, negotiate, and mediate issues Skill in interpreting oral, written, mathematical and technical information and data dealing with complex abstract and concrete variables to identify, analyze, and solve practical management problems of considerable difficulty such as prioritization of citywide initiatives, programs, and proces Skill with systems thinking to see interdependent relationships and recognize multiple causes and effects of community issues, to anticipate the consequences of policy decisions, and to community and organizational resources Skills with cultural competence to effectively interact, work, and develop meaningful relationships with people of diverse identities, perspectives, and cultural backgrounds Ability to develop and implement Citywide goals, policies, and strategic plans Ability to assess current programs and practices for equitable outcomes Ability to establish and maintain e fective working relationships with businesses, financial institutions, coworkers, department heads, officials, customers, regulatory agencies, and the public Ability to use an equity lens and framework to create inclusive, diverse, and safe workplaces and community programs Ability to assess alternatives in terms of their financial, revenue, social, environmental, and strategic advantages and disadvantages and propose solutions Ability to become community-oriented and have experience working as an advocate for different groups by bridging the gap between the City's communications and the communities most impacted Ability to demonstrate commitment to excellence and continuous improvement that is reflective, innovative, measured, and data based

TRAVEL:

Approximately 15% travel is required, almost all of which is in NorCO within the Greeley water system

ESSENTIAL FUNCTIONS: (Duties & Responsibilities) Develops, implements, and monitors budget, goals, and objectives, which includes decisions and commitments that involve large expenditures of funds and have significant impact not only on the City organization but also on the community as a whole;
