ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems.We are seeking a Program Management Specialist to support a NASA contract in Greenbelt, MD.

Responsibilities:

  • Serve as the Heliophysics Science Division/Code 670 Program Manager for People, Culture, and Equity.

  • Serve as the main POC for 670 Inclusive efforts; provide advisement to the 670 Division Management Team; be available as a resource, expert, and source of advice for the scientists in 670.

  • Serve as the PM of the 670 Inclusive Working Group, organize and moderate working group meetings, report out at Division All Hands meetings, and moderate listening sessions as needed. Provide solutions to identified issues.

  • Create a 670 Goals and Implementation roadmap, metrics, and evaluations, based on the 670 Values Statement. Identify current roadblocks to goals and associate them with the origin of the issue, i.e., at the Division, Center, Agency, or Federal level; identify possible solutions or mitigations.

  • Represent 670 in discussions and collaborative efforts with other Inclusive leads from other Divisions to share best practices, report on 670 inclusivework, and understand Inclusive activities throughout 600.

Work with 670 PIs on creating and implementing meaningful mission and proposal Inclusive plans (HQ Requirement).Serve as a resource and advisor to implement “best hiring practices” efforts, including recruitment (e.g. representing at conferences, advertising), and optimize hiring, onboarding, and retention practices.Improve recruitment practices to reach candidates, e.g., providing screening of “pre-qualified” URM students to 670 scientists for intern positions, postdocs, and pathways opportunities: work with ERGs and other Divisions to develop a recruiting network.Interface regularly with Public Engagement and Communications teams to optimize the Division’s ability to reach inclusive audiences.Serve as a council member for NASA’s Advisory Council (NAC) appointed by the Administrator.Serve as a keynote, panelist or facilitator for science conferences and academic institutions in the field of inclusivity.

Requirements:

  • Demonstrated knowledge, understanding and extensive experience in the field of inclusivity and effectively addressing people, culture, equity, and accessibility issues in the workplace; team & relationship building; outreach efforts; networking; and problem solving.

  • Excellent public speaking, writing, and facilitation skills for diverse professional and general audiences.

  • Experience coordinating programs and initiatives to develop a more diverse recruitment pipeline.

  • Proven ability to manage multiple programs and tasks while meeting challenging deadlines.

  • Proficiency in MS Office suite of products and strong analytical skills.

  • Strong sense of urgency, self-initiative and problem-solving skills.

  • Able to manage, track, and report progress on multiple projects and identify and communicate potential issues.

  • Ability to research information independently, develop process improvements, and to provide insightful and meaningful information from data.

  • Ability to work independently to complete tasks with limited guidance as well as in a team environment; ability to interact well with all levels of professionals as a team player.

  • Possess leadership qualities, a strong sense of ethics, discretion and professional sophistication.

  • NASA Goddard experience and on-site office presence at least 3 days per week preferred.

  • Some domestic and international travel may be required.

  • Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.

Education and Experience:

Bachelor’s degree and 8 or more years of experience or 12 or more years of experience in lieu of degree.
