What is it that we do at Colonial Pipeline Company?

Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.

About the Supervisor, Right of Way Position

A Supervisor, Right of Way (ROW) is accountable for ensuring the protection of Colonial’s Right of Way, easements and pipelines in a professional, proactive and consistent manner. The Supervisor, Right of Way is responsible for negotiating and administering contract terms with external entities and directing the acquisition of easements and permit rights as well as keeping abreast of related local and industry developments through liaison with government and local one-call agencies. The Supervisor, Right of Way manages all Pipeline Operators within their purview ensures the effectiveness of their training, verifies competency, ensures proper assignment and safeguarding of Area of Responsibilities. Additionally, the Supervisor, Right of Way is responsible for the orientation and performance of contract personnel and the biding process, progress and ongoing quality and thoroughness of mowing and side trimming crews.

What You Get to Do:

  • Responsible for managing, coaching, mentoring and providing feedback to all Pipeline Operators to ensure the pursuit of excellence is maintained within the field Right of Way positions.

  • Ensure personnel are trained to competency through management of training process, in depth skill assessments and ongoing mentoring.

  • Negotiate, document and procure services for ROW accommodations, encroachments, agreements, acquisitions and damage settlements (i.e. landowners, govt. organizations, developers, and utilities, etc.) in order to protect Colonial’s rights.

  • Prepare ROW project budgets, complete monthly forecasts, prepare accruals and make decisions to support financial goals.

  • Establish and maintain ongoing relationships with external Right of Way service providers and professional organizations

  • Engage and actively participate in company sponsored internal and external training programs as required.

What You Bring to the Table:

  • High School Diploma or General Education Degree (GED) from an accredited educational institution; will consider a combination of experience and/or education.

  • Ideally, 5+ years ROW/Land Management and/or Pipeline industry experience.

  • Demonstrated experience of a leadership role within a team with the ability to provide coaching and feedback with tact and diplomacy.

  • Valid Driver’s License and acceptable driving record to drive company and personal vehicles to travel up to 50% of the time between assigned routes for extended periods.

  • Ability to work extended hours, holidays, and/or weekends as required and subject to call-out and occasional overtime.

  • Completion of OSHA 3015 Excavation, Trenching and Soil Mechanics Course.

  • HazWoper, IRWA membership, CGA participation, and 811 awareness participation

  • Knowledge of Engineering Standards, material specifications, pipeline and construction equipment, fundamental system operations, regulatory requirements, procedures and safe work practices.

  • Ability to utilize effective leadership skills in guiding individuals/departments (subordinates, peers, superiors) or groups toward task accomplishment.

Physical Requirements & Work Conditions:

Able to work indoors and outdoors at all hours in all weather conditions in close proximity to refined petroleum products and heavy equipment. Physical mobility to sit, stand, reach, pull, push, and bend. Ability to lift up to 20 lbs. unassisted. Ability to work in non-permit required confined spaces. Traverse uneven terrain to reach secluded right-of-way. Normal visual acuity to perform duties of position. If vision is corrected, must be corrected to 20/40 or better. Ability to detect the presence of petroleum products by smell. Normal job pressures with occasional high stress situations during negotiations and conflict resolution. Ability to perform work in an outdoor setting (including inclement weather, heat, humidity and prolong exposure to the sun and dust). Use of personal protective equipment (PPE). Field Office environment, Pipeline ROW, and Operating areas. Must be aware of hazards associated with pipeline facilities and right of way.

This is a Department of Transportation (DOT) covered job and is subject to all applicable regulatory requirements such as testing for the presence of prohibited drugs and alcohol as defined under 49 CFR Part 199 as a condition of employment, to include pre-employment, random, post-accident, reasonable cause/suspicion and fit for duty testing.
