Job Description:

The Principal Program Manager will manage a group of highly experienced professionals with responsibility of Profit and Loss for a large scale USMC Program of Record SIGINT effort. The candidate will direct all phases of programs from capture through execution with direct responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs. The candidate will participate along side Contracts in the negotiation of contracts and contract changes. The candidate will coordinate the preparation of proposals, business plans, annual financial plans, proposal work statements and specifications, and operating budgets and financial teams/conditions of contract. The candidate will act as primary customer contact for program activities, lead Program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts; criteria and engineering efforts for product research; development; integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules; identifies program problems and obtains solutions such as allocation of resources or changing contractual specifications. The candidate will direct the work of employees assigned to the program from technical, manufacturing, and administrative areas.

Essential Functions:

  • Top-secret Clearance required

  • Ability to travel as required to support program activities

  • Position requires the flexibility to work on short notice, overtime, evenings, weekends and holidays as needed

  • Flexible and adaptable to meet program challenges and opportunities

  • Proficient written and verbal communication skills

  • Possess excellent managerial and leadership skills.

  • Ability to lead a team and make timely decisions in difficult situations

  • Demonstrated ability in the areas of manpower planning, project reviews, scheduling, and budget control.

  • Experience presenting information to a large group or to an individual verbally for expected business presentations

  • Position requires the flexibility to work on short notice, overtime, evenings, weekends, and holidays as needed.

  • Ability to travel up to 20%

    Qualifications:

  • Position requires an active DoD Top Secret Security Clearance, with the ability to maintain a Top Secret/SCI Clearance, which requires U.S. Citizenship.

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

  • Requires previous P&L experience managing Intelligent Survellience Reconnasaince (ISR) / Signals Intellience (SIGINT) Programs.

  • 3+ years experience in program management methodology and techniques; performance evaluation and change management principles.

  • Program Manager experience with leading large-scale develop programs

  • Experience with DoD contracting

  • Experience with ISR/SIGINT systems

  • Experience with bids, proposals and statements of work (SOW)

    Preferred Additional Skills:

  • Current PMP certification.

  • Experience with Business Dev, competitive proposals, and capture a plus

  • Experience with Product Management and Production of Product

  • International Program pursuit and execution experience desired

  • Experience utilizing and employing Earned Value Management System (EVMS) as a Program Manager

  • Demonstrated ability to work across internal functions and with outside suppliers to facilitate successful product completion/delivery.
