Principal Technical Business Support Analyst -

Vegetation Management Operations

Job grade: A08 EX

Job Level: P4 - Specialist Professional

Location: Gresham Line Center

Position Summary

As a Principal Technical Business Support Analyst, you will be part of PGE's Vegetation Management Operation's team providing support to 600 operational employees and contractors in optimizing technology, systems, and business processes. This is a complex role that requires a clear understanding of utility operations, technical and analytical acumen, and strong communication skills. You will interact and work closely with peer PGE departments (GIS, IT, UAM/FITNES, third party contractors/vendors, etc.). Our ideal candidate will have advanced knowledge of configuring systems and application system development. Strong proficiency in Geographical Information Systems (GIS) is essential for this role, as it is a key technology used in Vegetation Management Operations.

Key Responsibilities:

GIS Management:

Leads the development, maintenance, and optimization of GIS data and applications for Vegetation Management. Creates and updates GIS layers, performs spatial analysis, and integrates GIS with other operational systems.

Monitoring:

Proactively monitors department’s systems and software (GIS/ArcGIS, Maximo, QuickBase, DevonWay, Tableau, etc.) and identifies potential gaps or issues. Resolves or mitigates issues to ensure operating systems meet business requirements. Coordinates integration implications with affected areas of the business and proactively implements process improvements.

Troubleshooting:

Responds and triages issues from end users on department’s systems and software. Looks for trends and proactively resolves systemic issues. Researches and investigates root-cause issues and leads cross-functional efforts to resolve. Implements system changes in accordance with the governance process. Negotiates deadlines between IT, external vendors, and end users.

Upgrades and Testing:

Analyzes anticipated system upgrades or changes from a cross-functional perspective and proactively identifies and drives the mitigation of potential issues. Recommends and implements new functionality providing operational improvements and efficiencies. Coordinates and/or leads all aspects of upgrades, including user acceptance testing, integration implications, vendor coordination, etc. Manages laptop and software upgrades, serving as a liaison between IT and the end user, considering business process needs, as well as system constraints.

Reports:

Designs, builds, and maintains complex reports, dashboards, and analytics of VMP’s performance-based metrics. Recommends and operationalizes creative ways to provide data to end users to support business process and system improvements.

Consultation:

Serves as a subject matter expert and a strong consultative partner to end users, various centers of excellence and others. Identifies, proposes, and initiates significant improvements and measurable business benefits by seeking to understand and fully address client needs and leading significant programs of improvement; enhances existing approaches to process improvement and/or develops new approaches. Enhances the capabilities and effectiveness of client personnel, by ensuring proposed solutions are properly understood and appropriately exploited.

Education/Experience/Certifications

Education: Requires a bachelor’s degree in computer science, engineering, GIS, or other related field or equivalent experience.

Experience: Typically, eight or more years of experience in GIS applications for utility operations, along with IT troubleshooting or equivalent.

Desired Qualifications

Advanced knowledge and experience with ArcGIS and related GIS technologies

Advanced knowledge and experience with QuickBase software

Advanced knowledge of configurating systems or application system development, relational databases, and coding principles

Advanced knowledge of system interface / configuration protocols, web tools and database concepts

Experience with business process inventory and documentation.

Knowledge of Oregon Chapter 860, Division 024 Safety Standards and Chapter 758, Liability of Electric Utility for Pruning and Removing Vegetation

Experience with compliance program governance and controls

Compensation Range:

$104,325.00 - $173,875.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
