Job Summary

This position helps coordinate research, development, testing, and evaluation (RDT&E) of ocean platforms and sensors including, but not limited to maritime systems, aerial systems, research vessels, remote sensing, and fixed or drifting profiling sensors, as well as develop and implement training for their use. The incumbent will also help assist a diverse staff of scientific and engineering managers, researchers, students, pilots, and support staff to execute multiple complex inter-disciplinary projects reaching across the University’s full complement of coastal and ocean activities as well as managing a diverse range of internal and external partnerships that will strengthen USM’s leadership in the emerging MS Blue Economy.

Primary Duties and Responsibilities

  • Serve as an expert regarding the development and application of optionally crewed, uncrewed and crewed platforms/sensors for DoD Joint missions, NOAA missions, and other State and Federal Agencies maritime activities.

  • Helps recruits, negotiate, and services collaboration with various Blue Economy Partners (Private, State, Local, Tribal, Federal, Academic, and Non-Profit) to expand and grow the Center for Ocean Enterprise.

  • Supervises the timeliness, quality, and quantity of work of Scientific and Engineering Managers, Technicians, Researchers, Students, and other research staff. Prepares work schedules, annual work plan and project budget requests; purchases equipment, commodities, serves as purchasing authority; monitors expenditures of funds allocated to project.

  • Oversees development, implementation and management of research projects including writing proposals, planning, statements of works, budgets, scheduling, report and manuscript preparation and dissemination of information through conferences and presentations. Provides technical and programmatic expertise to the Director of R&D for Ocean Enterprise, project leads/principal investigators other USM researchers and external partners.

  • Assists the Director of R&D in supporting innovation and entrepreneurship programs, facilitate business development and partnerships, promote expansion of research infrastructure (classified and unclassified), technology transfer and commercialization activities as well as workforce training.

  • Performs other duties as assigned.

Minimum Qualifications

Bachelors degree from an accredited college or university in management or business or closely related field and a minimum of (10) years of experience in one or more of the following: technical writing, uncrewed systems, data analysis, program management, personnel management, or maritime training or an equivalent combination of education and experience. Valid Driver’s License is required. US Citizenship Required. Ability to obtain a TS/SCI clearance.

Preferred Qualifications

Master’s Degree in Science or Related Field, or MBA

Experienced program and personnel manager with a background in DoD Joint Training/Doctrine and Technical Writing.

Strong organizational skills that include defining requirements for the DoD, Training projects, and Information Technology projects

Experience planning and executing Budgeting, and Cost Management for the DoD

Experience defining training requirements and providing operational management for the DoD.

Experience deploying, testing, evaluating technology for the DoD.
