Sierra Nevada Corporation Sr Logistics & Reliability Systems Engineer in Hagerstown, Maryland

The Sr Logistics & Reliability Systems Engineering candidate will support a number of active programs across the entire MST business area. Tasks require detailed knowledge of US DoD logistics programs and include generation of various Logistics Support Analysis (LSA) and Reliability & Maintainability (R&M) analysis. The Sr Logistics & Reliability Systems Engineer will regularly coordinate with design, system, and software engineers to assure Integrated Product Support (IPS) aka Integrated Logistics Support (ILS) requirements are met.

SNC defines IPS as the unified and iterative approach to the management and technical activities needed to influence operational and materiel requirements and design specifications for logistics support. IPS is the management and technical process through which supportability and logistic support considerations are integrated into the design of a system or equipment and taken into account throughout its life cycle. It is the process by which all elements of logistic support are planned, acquired, tested, and provided in a timely and cost-effective manner. SNC follows the 12 integrated IPS elements per Army Regulation (AR) 700–127 and MIL-HDBK-502A. The 12 IPS Elements include Product Support Management, Facilities and Infrastructure, Computer Resources, Maintenance Planning and Management, Manpower and Personnel, Packaging, Handling, Storage, and Transportation (PHS&T), Supply Support, Support Equipment, Sustaining Engineering, Technical Data Management, Training and Training Support and Design Interface. Furthermore, the Design Interface Element reflects the driving relationship of system design parameters to product support resource requirements to include Reliability and Maintainability (R&M), System Safety, Supportability, and Human System Integration (HSI).

The Senior Logistics Engineer conducts logistics requirements, activities, and processes performed as part of systems engineering concepts in support of Department of Defense 5000.1 Defense Acquisition System programs as well as life-cycle logistics requirements, tasks, and work products typically performed as in support of activities identified in MIL-HDBK-502A, US Army Regulation 700-127, AFMAN23-110 or NAVSUP P-485, etc.

Responsibilities:

  • The candidate will have demonstrated the ability to successfully plan, organize, develop, direct, coordinate, manage requirements, and provide logistical management for the design, deployment, installation, and sustainment of programs, to include development of proposals, statements of work, and provide data to the engineering change proposal (ECP) process, and the development of Integrated Logistics Support Plans (ILSP), acquisition strategies and plans, instructions, technical manuals, and perform evaluations of contractor proposals.

  • The candidate will assume the lead in the composition and presentation of the logistics programs for formal design reviews, successfully meeting all logistics related entry and exit criteria for major presentations with customers.

  • The candidate will direct and coordinate program activities designed to provide subcontractors, SNC program management, and customers with logistics work products that ensure effective and economical support for manufacturing and servicing of products, systems, or equipment. The candidate will demonstrate experience in the analysis of contractual commitments, customer specifications, design changes, and other data to plan and develop logistics program activities from conceptual state through life-cycle of product. Develops and implements program activities, coordinates efforts of subcontractors, production departments, and field service personnel, and resolves problems in the area of logistics to ensure meeting of contractual commitments.

  • The candidate must demonstrate familiarity with concepts and mathematical models generated in support of Reliability, Maintainability/Testability, and Supportability engineering in support of systems engineering efforts, performing analysis across the Integrated Logistics Support (ILS) elements using proven engineering processes and tools. Candidate will develop, review, or approve mathematical models which consider elements such as mean time between failures (MTBF), mean time to failures (MTTF), mean time to repair (MTTR), Failure mode effects and criticality analysis (FMECA) and sparing calculations. The candidate will compile and review data on bills of materials to plan, schedule, and manage logistics activities. Candidate must be familiar with references such as MIL-HDBK-470, MIL-STD-217F and MIL-STD-2084.

  • The Candidate will perform and/or direct the development of: documentation of corrective and preventive maintenance tasks (documented in technical manuals, LSAR, and MIPs/MRCs), provisioning documentation in accordance with MIL-STD-1388 via a Logistics Management Information (LMI) database (using tools such as PowerLog J) and outputting the various associated reports (i.e., -036’s PPL, SFPPL, LLTIL, RIL, ISIL, TTEL, CBIL, PCL), support equipment requirements (documented in the SECL and SERD), training course curriculum (lesson plan, trainee guide, media package, test package), and technical manuals with IPBs (in accordance with MIL-STD-38784 and MIL-STD-40051) with associated SMR coding.

  • The candidate will also direct the development of military-specification Operational and Intermediate level Operations and Maintenance Instructions, Illustrated Parts Breakdown, and Scheduled Periodic Inspection Work Cards.

  • The candidate will support continuous process improvement, helping to develop and improve processes to positively impact product quality, performance and increase productivity.

  • The candidate will generate detailed, measurable artifacts to evidence progress in support of key program milestones while directing the logistics team during the course of the development. This will include an understanding of cost and schedule reporting and measurement leveraging the Earned Value Management System.

  • The candidate must be proficient in Microsoft Power Point, Word, and Excel and have excellent written and oral communication skills. Candidate must be proficient in industry and military standard logistics database tools.

  • The candidate must be willing to travel for the purposes of design presentations, provisioning conferences, reliability and maintainability demonstrations, and other interactions with prime and/or sub-contractors.

  • The candidate will understand, plan, and execute logistics programs in accordance with SNC’s SEI-CMMI Maturity Level 3, ISO 9001:2008 and AS9100:2009 compliant processes and specific Customer quality, cost and schedule requirements.

Must-haves:

  • Bachelor's degree in System Engineering or related Engineering discipline and typically 10 or more years of relevant experience

  • Demonstrated knowledge of engineering principles and practices

  • Experience working in multi-disciplinary design & development teams

  • Thorough understanding of engineering principles and practices

  • Advanced analytical skills

  • Experience working in multi-disciplinary design & development team

  • Proficient in Microsoft Word, Excel, PowerPoint, Project.

  • Experience in R&M Analysis Software.

  • Experience in Provisioning, Sparing, & Lifecycle Analysis Software

  • Experience reviewing and interpreting Technical Data packages (Mechanical/Electrical Drawings, IBDs, System Block Diagrams).

Preferred:

  • MS degree is preferred

  • Cameo Model Based Systems Engineering (MBSE)

  • Enovia PLM (Product Life Management)

  • The preferred candidate is familiar with the Project Management Institute Project Management Body of Knowledge
