As a Proposal Manager, Value Stream Leader within our Landing Systems team based in Haltom City, TX; you will serve as the proposal manager for the Boeing, NPI, and Direct Ship Value Streams and business owner L5 VSL for assigned programs. The Proposal Manager is a strategic and tactical leader that leads the development of proposals to grow the Military Landing Gear business. As a L5 VSL, this individual leads the Integrated Project Team (IPT) with direct accountability for landing gear programs assigned to the Value Stream. The VSL oversees financial and operational performance and is accountable for delivering results to the business and customers.

This proposal manager value stream leader position will work with other VSLs in the business to develop and implement proposal strategies. As a VSL, this individual has Profit & Loss (P&L) responsibility for assigned programs, managing the contract lifecycle, cost/budget, risk, schedule, and performance. Establishes performance targets and directs work to achieve these targets. Interfaces and collaborates with customers on behalf of Collins Aerospace. Develops and coordinates strategic planning efforts, business cases and plans, proposals, negotiations, budgets, and contracts for programs. Leads the IPT and holds organization accountable by ensuring alignment and focus on the objectives and expected results.

What YOU Will Do:

  • Leads proposal kickoffs and strategy support proposal efforts

  • Communicates effectively across functions and at all levels of leadership

  • Works with functions to ensure proposal inputs are aligned with proposal strategy (e.g., BOEs, supplier quotes) and proposal is developed on schedule to meet customer commitments

  • Perform data analytics and strategy to support the proposal and negotiation process

  • Report proposal status to internal customers

  • VSL sets vison and objectives for IPT. Creates an environment of teamwork and collaboration within IPT. Leads IPT in achieving objectives.

  • Leads programs to ensure adherence to program plans, schedules, and budgets for programs under his/her responsibility and recommends appropriate adjustments. Prioritizes resources allocated to the program. Fully responsible for business program portfolio profit & loss (P&L).

  • Develops and manages strategic plans and business cases to grow business sales and profitability, including new business growth plans and pursuits, and supporting long-range plans (LRP) / annual operating plans (AOP).

  • Develops and maintains strong customer relationships. Coordinates, prepares, and presents reports and updates to customers. Act as voice of the customer to drive internal results that deliver customer satisfaction.

  • Identifies, manages, and mitigates program risks and opportunities. Develops and executes risk mitigation and opportunity capture plans.

  • Prepares and presents value-stream metrics/KPIs, progress, and results to business leadership and customers.

  • Participates in and leads the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests and business objectives.

  • Ability to travel approximately 10-20%

Qualifications You Must Have

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62

  • Minimum 4-years experience working in the Aerospace & Defense industry

  • Minimum 2-years experience in either Value Stream Management or Program Management or Proposal / Capture Management in the Aerospace & Defense industry

Qualifications We Prefer

  • Experience with Government Contracting, Federal Acquisition Regulation (FAR), Part 12 and/or 15 requirements

  • Experience with developing and writing proposals

  • Experience with project management and leading cross-functional teams

  • Experience analyzing data and developing and presenting compelling presentations to internal stakeholders and external customers.

  • General familiarity with supply chain, contracts, estimating, and finance processes in an Aerospace & Defense business

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
