Cornell Cooperative Extension Human Resources Manager - Hamden, NY in Hamden, New York

This position will serve as the Human Resource Manager for Cornell Cooperative Extension Association Delaware County (CCEDC) and will provide high level leadership and management of the human resources operations for the Association. The position will develop and maintain effective working relationships among CCEDC staff. The HR Manager will exercise professional judgment, discretion, and confidentiality in all HR operations and will facilitate successful policy and procedure changes. The CCEDC HR Manager will be responsible for maintaining all human resource operations for CCEDC.

Required Qualifications:

  • Bachelor’s Degree or Equivalent Education (Associate’s Degree and 2 years of transferrable program/functional experience).

  • Experience relevant to the role of the position which could include employee relations counseling, policy/procedure interpretation, managing recruitment, on boarding, promotion, and separation, and records management.

  • Work well in a team setting and independently.

  • Must be able to communicate effectively with different audiences.

  • Valid NYS Driver’s License and the ability to meet travel requirements associated with this position.

  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.

  • Demonstrated ability to maintain a high level of confidentiality.

  • Proficiency with windows-based software including use of the internet and Microsoft Office Suite including Outlook, Word, PowerPoint, Publisher, and Excel.

Preferred Qualifications:

  • Familiarity with CCE (Cornell Cooperative Extension).

  • Demonstrated ability to design, organize and maintain hard copy and digital copy filing systems.

  • Demonstrated ability to work independently and to initiate, organize, and implement established goals.

  • Demonstrated ability to work effectively with people of varying ages and socioeconomic and ethnic backgrounds.

  • Demonstrated ability to work effectively with co-workers, customers, volunteers and community leaders.

  • Demonstrated ability to gain knowledge of major subject matter as it related to the responsibilities of the position.

  • Demonstrated effective and professional oral, written, and visual channels using traditional methods and electronic technology including Zoom.

  • Demonstrated high level of computer skills including: use of Microsoft Office applications (Word, Publisher, Power Point, Access, Excel), familiarity with database management.

  • Demonstrated ability to establish work priorities and handle multiple deadlines.

    Position Responsibilities and Essential Functions

Administrative Direction – 30%

  • With substantial initiative and discretion, plan for delegated and assigned administrative functions for the Association as well for overall human resources functions for the Association.

  • Assist with planning the overall administration of the Association.

  • Assist with the development of HR budgets.

  • Develop annual staffing plan, based on approved budget.

  • Assist with the development of the Association’s staffing plan.

  • Develop local HR strategic plan.

  • Assist Office Manager and Executive Director with local policy and/or procedures review/development.

Administrative Management – 35%

  • With substantial initiative and discretion, guide the delegated and assigned administrative and human resources functions of the Association.

  • Assist with guiding the administration of the overall Association.

  • Provide guidance to staff on HR topics.

  • With substantial initiative and discretion, lead the overall human resources function of the Association, including but not limited to: payroll, onboarding, job postings, HR best practices, leaves and policy, and employee benefits.

  • Oversee HR related transactions in Workday.

  • Communicate and collaborate with CCE Administration, including participating in HR Lead calls and listserv communication, to resolve difficulties with HR related transactions, stay current with system-wide HR trends and analyses, monitor updates to HR systems, and payroll issues as needed.

  • Identify and resolve issues or problems within the HR areas for the Association.

  • Manage the HR function for the Association.

  • Monitor local HR trends; provide feedback and make recommendations for improvements to the HR area, processes, policies, etc.

  • Lead the effective performance management process within the Association.

Administrative Coordination/Operation – 30%

  • With substantial initiative and discretion, perform a moderate amount of highly complex tasks to support the administration of the Association in relation to HR.

  • Coordinate the local implementation of HR policy/procedure changes driven by compliance requirements or local/regional/statewide, and/or federal needs.

  • Complete special reports and/or projects as assigned by the Executive Director.

  • Maintain strong relationships both within the Association and outside the Association for regular meetings and communications.

  • Act as administrative liaison with various community agencies, Cornell Cooperative Extension, and Cornell University.

  • Provide highly complex administrative support for local Human Resources functions including, but not limited to:

  • Update legal posting as appropriate and implement Human Resources best practices as identified.

  • Coordinate and implement payroll procedures and ensure that staff trainings occur for hourly employees in Workday Time Tracking as needed.

  • Coordinate and implement on-boarding of new hires, highlighting benefits, established policies and procedures.

  • Provide coordination for all aspects of the local leave system ensuring that this system conforms to local Association leave policies.

  • Complete special reports and projects relating to Human Resources as appropriate.

  • Provide support for employee benefits and act as Benefits Coordinator for Cornell Cooperative Extension Association of Delaware County.

  • Maintain Association files as needed

  • Effectively maintain professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts.

  • Provide office/operational support as needed to maintain the efficient running of the Office.

Professional Improvement – 5%

  • In cooperation with Supervisor and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.

  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.

  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.

  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.

  • Maintain regular and predictable attendance and punctuality.

Health and Safety – Applied to all duties and functions

  • Support the Association to maintain a safe working environment.

  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.

  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

    Position Details

    This is a full-time, benefits eligible, exempt position. Annual salary paid in the range of $68,326- $70,300. This position is located at the CCE Delaware office in Hamden, NY.
