Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (HVAMC), Health Administration Service (HAS), within the Program, Data Analytics, and Training section. The purpose of this position is to manage and oversee the Program, Data Analytics, and Training section. The position reports directly to the Assistant Chief of HAS. Responsibilities Duties include but are not limited to: Responsible for the management and oversight of all HAS related activities within Program, Data Analytics and Training section. Provides guidance related to scheduling, auditing, and training activities. Completes advanced level tasks based on observance of protocols and accepted scheduling, training, and auditing practices while exercising full responsibility of program objectives. Maintains the repository of training materials in support of the PACT Act, Computerized Patient Records System (CPRS) and the Electronic Health Record (Cerner). Monitors facility wide compliance pertaining to scheduling activities, processes, and policies. Interprets VA rules and regulations relating to Scheduling, Health Information Management System (HIMS), Consult Management, PCMM, ICB capture, and EHRM related scheduling applications, Veteran enrollment, and eligibility related systems. Reviews innovative technologies geared at improving the quality and oversight of scheduling procedures specific to the areas supported by Health Administration Services staff and in collaboration with external stakeholders impacted. The incumbent will actively participate on HVAMC and VISN 6 training workgroups and conferences (both virtually and face to face) that pertain to policy, procedure, training improvements, and quality oversight of scheduling operations. They will participate in various committees as assigned and as the representative for Health Administration Services (i.e., Steering Committees, HRO Committees, relevant VHA/VISN community of practice calls etc.). Performs quality assurance tasks related to auditing and scheduling operations through data analysis, review, and reporting. Utilizes various computer programs and databases to enter, modify, and retrieve sensitive information and data into or from the Electronic Health Record (CPRS and Cerner), the VISTA GUI Scheduling System (soon to be Cerner), and/or various reporting formats. Complex data analysis is used routinely for extracting and analyzing data for performance measurements and resource management. Performs auditing tasks related to scheduling by collecting and analyzing various forms of data and prepares reports for internal management, medical center leadership, and VISN. Creates visual representations of data findings through charts, graphs, and dashboards. The incumbent will provide administrative and technical supervision. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance. Provides personnel management and administrative support for the program. Maintains personnel-related records such as performance ratings, position descriptions, awards, and proficiencies for program staff. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Initiates disciplinary measures as appropriate to the authority delegated in this area. Reviews, approves, or disapproves leave requests. Incumbent provides guidance and relates policy and procedure to all disciplines within the program. Adjusts work procedures among administrative staff according to workload of each program to assure the highest efficiency. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: program management and oversight; quality assurance, analysis, and reporting; comprehensive knowledge of current scheduling systems, clinic profiles, PCMM and various data sources. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of progressively higher level graduate education. Physical Requirements: The work is mostly sedentary.
