Job/Position DescriptionManager IIGeneral DescriptionUnder the direct supervision of the Population-Based Program Manager and in collaboration with the Office of Border Public Health (OBPH) Central Office, performs moderately complex technical, programmatic, and managerial activities to guide strategic operations and planning for the OBPH in Public Health Region (PHR) 11. Plans, assigns, and supervises the activities of and support and staff. Coordinates with OBPH Central Office in the establishment, implementation and monitoring of strategic plans, goals, objectives and evaluation. Identifies staff development and training requirements to meet goals and objectives. Develops and reviews guidelines and procedures. Develops and monitors contracts for the implementation of OBPH PHR 11 activities. Develops and establishes priorities, standards, and measurement tools to meet goals and objectives. Coordinates and evaluates program activities. Develops, reviews, and manages budgets and spenddowns. Performs liaison, and coordination tasks, and represents the PHR 11 in Federal, State, Local, International, and Binational (US-Mexico) committees, meetings, seminars, boards, and advisory committees. In collaboration with the OBPH Central Office, serves as the regional point of contact and liaison for the US-Mexico Border Health Commission (BHC), and other border entities along the Texas-Mexico border. Leads and implements OBPH Central Office approved budget and work plan initiatives related to health prevention and promotion activities and programs at the regional levels. Performs tasks assigned by the Population-Based Program Manager and OBPH Central Office that require supervision with the use of independent judgment, considerable initiative, knowledge of public health practice, and excellent professional demeanor with health professionals, stakeholders, public health officials, and non-governmental organizations. Speaks, reads, and writes in English and Spanish to perform binational/border duties.Essential Job FunctionsEssential Job FunctionTask: (40%) Manages the OBPH(PHSR) 11 through an established strategic plan and annual work plan between the PHR and the OBPH Central Office. Closely works with the OBPH Central Office in the planning, development, implementation, and carrying out of health prevention and promotion activities, programs, and services related to the Texas-Mexico border. Reviews and approves management and productivity reports. Makes recommendations to improve operations and proceed with corrective actions. Collaborates with the OBPH Central Office to develop, establish, carry out, and monitor strategic plans and annual work plans to comply with state and national legislative and/or agency mandates. Develops and reviews guidelines and procedures. In collaboration with the OBPH Central Office, develops and monitors contracts, MOUs, and MOAs to implement health prevention and promotion activities, programs, and services along the Texas-Mexico border. Develops and establishes priorities, standards, and measurement tools to meet performance measures standards. Directs the preparation of the regional programs' budgets and ensures review and approval by the OBPH Central Office. Analyzes staffing and budgetary needs and works with OBPH Central Office to secure funding for program activities and services. Reviews, approves, and submits budgetary reports. Monitors expenditures and allocations.
