    POSITION HIGHLIGHTS

  • Monday through Friday, 40 hrs per week

  • Hybrid role with a combination of in-office and telework

    THE ROLE

    The Training Program Supervisor plays a crucial role in managing the training and development of OEDM’s Career Development continuing education programs. Reporting to the Director of OEDM, this position is tasked with the planning, coordination, and oversight of post-credentialing training for Fire and Building Code Officials.

    The Training Program Supervisor collaborates closely with OEDM’s internal training staff, the State Building Inspector, the State Fire Marshal, outside instructors, and professional organizations to implement effective training programs that, where relevant, meet or exceed national standards.

    This position also works to cultivate strategic partnerships with outside trainers and training providers, analyzes training survey feedback, and reports on the effectiveness of training classes. OEDM’s Training Program Supervisor should be comfortable speaking with large groups of people, be able to provide code related training, and be able to promote a positive learning environment to the community we serve.

    Additional duties include:

  • Charge of coordinating OEDM’s post-credentialing Career Development programs, notably continuing education classes, special programs, and conferences

  • Work with outside instructors and trainers on program review, presentations, use of training resources, and reviewing performance based on program feedback

  • Work with OEDM Trainers to monitor any classroom issues, develop best practices for existing programs, and leverage their teaching experience to develop Career Development programming

  • Work with the Office of State Fire Marshal (OSFM) and Office of State Building Inspector (OSBI) to ensure course and program content is up to date and aligns with any statements and code interpretations of those offices

  • Be present and on-site for our Career Development continuing education classes, including both live and remote programs

  • Assist with the evaluation, approval, and denial of third-party, outside educational credit requests

  • Provide secondary review of incoming program applications for acceptance into OEDM fire or building official credentialing programs and exams

  • Review training records for persons at risk of having credentials revoked and develop action plans to meet deficiencies to work toward compliance

  • Work with OEDM training staff to ensure that OEDM programming meets or exceeds all national and professional standards for outside accreditation

  • Assist the Director of OEDM with long term strategy and planning for training programs and assessing the needs of the code compliance community

  • Serve as one of our Administrators for our Learning Management System handling online course setup, enrollment, and reporting

    ABOUT US:

    The Office of Education and Data Management (OEDM) is responsible for training and accrediting Building Code Officials and Fire Code Officials, providing code-related instruction for their continuing education, as well as to individuals in the allied trade and design professions. As such, OEDM performs all credentialing responsibilities - including training, testing, and records maintenance - for the Office of the State Building Inspector (OSBI) and the Office of State Fire Marshal (OSFM). OEDM also works with other government agencies, private utilities, multi-factor initiatives, and allied trades communities to support high quality training offerings.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for supervising professional training staff engaged in implementing an entire training program.

    EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews the work of staff;

  • Provides staff training and assistance;

  • Conducts performance evaluations;

  • Determines priorities and plans training unit work;

  • Establishes and maintains unit procedures;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of experience in staff development, training or adult education.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have involved primary responsibility for the planning, developing, coordinating or implementing of a training or staff development program.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

  • Current Building Code Official or Fire Code Official

  • Experience working with both the International Code Council (ICC) and National Fire Protection Association (NFPA) codes with a working knowledge of the Code adoption process and how those codes are administered in Connecticut

  • Experience overseeing technical training and education curricula from development to deployment

  • Experience with public speaking and coordinating public events

  • Experience evaluating training programs related to Fire and Building Codes with a focus on professional standards and ensuring compliance with any formal accreditation requirements

    SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.

  • Incumbents in this class may be required to travel.

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
